From the 1760s, Britain’s early Industrial Revolution expanded mechanized spinning and weaving. Because Britain could not grow cotton at scale, mills increasingly depended on imported raw cotton. This set up a long supply chain that southern U.S. planters would later dominate.
The Treaty of Paris, signed on 1783-09-03, ended the American Revolutionary War and recognized U.S. independence. With war formally over, transatlantic commerce could expand under new political terms. Cotton would soon become one of the most valuable goods moving from U.S. ports to British industry.
On 1794-03-14, Eli Whitney received a U.S. patent for improvements to the cotton gin, a machine that removed seeds from cotton fiber far faster than hand labor. This made short-staple cotton profitable in much larger areas of the South. As processing sped up, planters expanded acreage and demanded more enslaved labor to plant and pick cotton.
In the early 1800s, U.S. cotton production grew rapidly to meet overseas demand for textiles. Enslaved labor did most of the field work, while merchants and shippers moved bales to Atlantic ports and then to British mills. This created a tight connection between plantation slavery in the South and industrial wages in Britain.
President James Monroe signed the Missouri Compromise on 1820-03-06, admitting Missouri as a slave state and Maine as a free state. The law also drew a geographic line limiting slavery’s spread in parts of the Louisiana Territory. Even as it tried to manage conflict, the compromise reflected how central slavery—and the cotton economy it supported—had become to U.S. politics.
In 1828, Congress passed a protective tariff that raised duties on imports, which many Southerners labeled the “Tariff of Abominations.” Southern plantation owners feared retaliation that could reduce overseas demand for U.S. commodities, including cotton. The dispute showed how export-oriented cotton regions and industrializing regions often wanted different trade policies.
The United States annexed Texas through a joint resolution signed by President John Tyler and later finalized as statehood on 1845-12-29. New land helped expand plantation agriculture, including cotton, deeper into the Southwest. Expansion increased both cotton output and political battles over whether slavery would grow with it.
On 1858-03-04, Senator James Henry Hammond argued in the U.S. Senate that cotton’s global importance gave the South major leverage. The phrase “Cotton is king” captured a belief that Britain’s mills depended so heavily on Southern cotton that foreign powers would protect it. This thinking influenced pro-secession arguments on the eve of the Civil War.
By 1860, cotton dominated U.S. export earnings and was shipped heavily to Britain’s textile industry. One estimate for 1860 is that about 70% of U.S. raw cotton exports went to Britain and that cotton made up nearly 60% of total U.S. exports by dollar value. This high dependence made the cotton trade a key vulnerability once war began.
From 1861 to 1865, British textile districts—especially in Lancashire—faced severe hardship when U.S. cotton shipments collapsed. Shortages and price spikes led to layoffs and widespread unemployment, prompting relief efforts and public works. The crisis also encouraged Britain to seek alternative sources of cotton, reducing the South’s hoped-for leverage.
After the Civil War began, President Abraham Lincoln proclaimed a blockade on 1861-04-19 and expanded it on 1861-04-27 to more states’ ports. The goal was to cut off Confederate trade, including cotton exports that financed the war effort. The blockade quickly disrupted the transatlantic supply chain feeding British mills.
With the blockade tightening, cotton exports from the Confederacy fell sharply. One economic history summary notes exports dropped by more than 90% within a year, showing how quickly sea power could sever a trade-dependent economy. The disruption affected planters, merchants, shippers, and overseas manufacturers tied to the cotton route.
In spring 1865, major Confederate armies surrendered, ending large-scale fighting and the Confederate government’s ability to use cotton exports as diplomatic leverage. The wartime attempt to pressure Britain through cotton shortages did not produce British military intervention. Trade patterns began to shift again as ports reopened and global suppliers adapted.
On 1865-12-06, the Thirteenth Amendment was ratified, abolishing slavery in the United States. This ended the legal foundation of the slave-labor cotton system that had supplied British mills for decades. Southern cotton production continued, but labor arrangements shifted toward systems such as sharecropping, changing how cotton was produced and who benefited.
