After Cardinal Mazarin died, Louis XIV took personal control of government and elevated Jean-Baptiste Colbert to a leading role. Colbert pushed a mercantilist strategy: using state rules, tariffs, and monopolies to increase exports and keep wealth inside France. This set the stage for stronger control over colonial trade and shipping.
The French crown created the French West India Company and granted it exclusive trading rights with major French possessions in the Americas and certain African trading posts. The goal was to channel colonial commerce through a single privileged company, strengthen French ports, and limit reliance on foreign carriers and merchants. This was a core Colbert-era tool for turning colonies into regulated suppliers and markets.
In August 1664, Louis XIV chartered a new East India Company to compete with the English and Dutch in Asian trade. The company aimed to build French capacity in long-distance commerce by concentrating capital, ships, and privileges under royal authority. Together with the West India Company, it reflected Colbert’s belief that monopoly companies could accelerate imperial trade.
Colbert advanced new customs tariffs (notably in 1664 and 1667) that raised barriers against some imports while favoring French production and shipping. These tariffs supported a broader policy of steering trade through France and strengthening state revenues tied to commerce. The tariff system also complemented colonial regulation by shaping what could be profitably imported and exported.
As war and financial pressure weakened earlier arrangements, a chartered company tied to Senegal trade became a major instrument for regulating commerce on the West African coast. This mattered because African commerce was linked to plantation labor needs in the Caribbean, including the slave trade. The company model fit Colbert’s approach: concentrate control, license access, and use privileges to direct colonial supply chains.
The Ferme d’Occident (tax farm) was defined in 1674 to collect and manage key revenues from colonies in New France and the Antilles. In practice, this linked colonial commerce to the fiscal system: private contractors paid the crown and then collected specified taxes and fees in return. It reinforced the idea that colonies should be organized to fund the monarchy and the navy.
The French West India Company was dissolved in 1674 after major difficulties, and the crown reclaimed direct authority over colonies. Some of its privileges were reorganized through the Domaine d’Occident and associated tax farms, which collected revenues and controlled certain trade rights for profit. This change did not end regulation; it changed the mechanism from a single monopoly company to state-managed and leased rights.
The Great Ordinance of Marine (August 1681), developed under Colbert’s administration, organized rules for merchant shipping, maritime contracts, ports, and sea fisheries. Clear legal standards helped the state supervise trade and reduce disputes in long-distance commerce. Stronger shipping governance supported the broader mercantilist goal of expanding French-controlled transport and colonial supply routes.
Colbert died in 1683, but many of his policies—state-directed trade, colonial regulation, and naval expansion—continued under Louis XIV. Administration of overseas trade increasingly rested on a mix of royal rules, privileged companies, and leased revenue rights. This continuity mattered because colonial monopolies and customs controls were now embedded in the machinery of the state.
The East India Company created in 1664 faced repeated financial problems and was reorganized in 1685 as it struggled to compete in Asian trade. These difficulties showed the limits of monopoly-company planning when war, credit shortages, and strong foreign rivals restricted profits. Even so, the state continued to treat chartered companies as key tools of imperial commerce.
In March 1685, Louis XIV issued the Code Noir ordinance for the French Caribbean colonies, drafted under the naval ministry led by Seignelay (Colbert’s son). It set rules on religion, legal status, punishment, and constraints on enslaved people and slaveholders, making slavery a more formally regulated institution in French colonial governance. This legal framework supported plantation economies tied to monopoly trade and controlled shipping.
From 1701 to 1714, France fought in the War of the Spanish Succession, a costly conflict that increased pressure on state finances and trade. War risks disrupted shipping and forced the crown to focus on revenue collection, debt management, and strategic trade priorities. The conflict highlighted how strongly colonial monopolies and customs policy were tied to military competition.
In 1713, major treaties at Utrecht began to end the War of the Spanish Succession and required France to cede several territories and accept new diplomatic constraints. These outcomes affected Atlantic competition and the security environment for colonial trade routes. The peace settlement helped define what French mercantilist and monopoly policies could realistically defend in the next era.
Louis XIV died on September 1, 1715, ending the reign that had backed Colbert’s most influential economic and colonial trade policies. By this point, French colonial commerce had been shaped for decades by tariffs, privileged companies, and tax-farm arrangements designed to serve state power. The transition to the Regency and Louis XV’s reign opened the way for later reorganizations of monopoly companies and colonial trade administration.
