The Council of the Indies was created as the top governing body for Spain’s American colonies. Over time it became a central partner to the Casa, shaping laws and oversight while the Casa managed day-to-day trade administration and shipping controls. Together, these institutions strengthened imperial control by linking policy decisions in Spain to enforcement at the ports.
The Crown authorized a merchant guild-court (consulado) in Seville for those trading with the Indies, commonly known as the Consulado de Cargadores a Indias. It worked alongside the Casa and helped organize merchants, resolve commercial disputes, and defend Seville’s privileged role in overseas trade. This move tied private merchant power more directly to the state’s regulatory framework.
To reduce losses to pirates and privateers and to make taxation and inspection easier, the Crown restricted Atlantic navigation to scheduled convoy fleets. This approach fit the larger Casa-era model: concentrate legal trade in approved channels, grant limited monopolies, and use regulation to secure revenue and defense. It also highlighted growing pressures to reform because monopolies often produced complaints about prices, supply, and fairness.
After mid-18th-century shocks and reform debates, the Crown issued a decree opening direct trade between key Caribbean islands and multiple Spanish ports. This was not “free trade” with foreign countries; it mainly loosened the old single-port bottleneck and reduced Cádiz’s exclusive position. The shift signaled that the Casa-era monopoly model was being reworked to increase legal trade and revenue while still keeping it inside the empire.
Charles III issued the Reglamento y Aranceles Reales para el Comercio Libre de España a Indias, expanding authorized ports and formalizing a broader system of intra-imperial trade liberalization. This reform reduced the practical reach of older monopoly controls associated with the Casa and the fleet system, while still relying on regulation and tariffs to protect revenue. It was a decisive transition toward a more flexible imperial trade structure.
Charles III created the Archivo General de Indias in Seville to gather overseas administrative records that had been scattered across different locations. This helped preserve the paper trail produced by institutions like the Casa and the Council of the Indies, and it supported more systematic state oversight and historical memory. The archive also reflects how regulation depended on documentation—licenses, cargo lists, court cases, and revenue accounts.
The Crown abolished the Casa de Contratación, ending the institution that had long served as the main gatekeeper for legal trade with the Americas. By this time, Bourbon reforms and expanded port access had already weakened the old monopoly model, and administration shifted into other state structures.
