Afonso de Albuquerque captured Goa for Portugal, turning it into a major naval and administrative hub for Portuguese power in the Indian Ocean. Control of such ports helped Europeans insert themselves into existing Asian and African trade, including the movement of enslaved people and high-value goods. Goa’s rise signaled a shift toward fortified, state-backed maritime commerce.
Portuguese forces took Malacca, a port controlling the Strait of Malacca, one of the most important sea lanes linking the Indian Ocean to East Asia. Holding this chokepoint strengthened Portuguese influence over shipping routes and customs, tying Southeast Asian commerce more tightly to European imperial competition. This also shaped where coerced labor and enslaved people were transported to support port cities and fortifications.
The Dutch Republic chartered the VOC to conduct and protect Dutch trade in Asia, granting it major powers such as making treaties and waging war. The VOC became a central actor in Indian Ocean commerce, including the forced movement of people and the use of enslaved labor in colonial settlements. Its scale helped shift trade from loosely connected private ventures to large, state-backed corporate empires.
After seizing Jayakarta, the VOC established Batavia (now Jakarta) as its main administrative and shipping center in Asia. This created a powerful hub linking routes across the Indian Ocean and into Southeast Asia, coordinating trade in spices, textiles, and other commodities. Large port cities like Batavia depended heavily on coerced labor systems, including slavery, to build and maintain colonial economies.
The VOC and its ally Johor captured Malacca after a long siege, ending Portuguese control of the strategic port. This takeover redirected regional trade networks and intensified Dutch competition with other European and Asian powers. Changes in who controlled ports and sea lanes influenced the routes used for both commodity flows and slave trafficking around the Indian Ocean rim.
Dutch forces captured Colombo during their campaign against Portuguese strongholds in Sri Lanka (then Ceylon). Control over coastal forts supported Dutch dominance in key exports like cinnamon and helped integrate Sri Lanka into VOC-controlled trade routes. Colonial control of such production zones often relied on coercive labor regimes and the wider circulation of enslaved people in the region.
Omani forces captured Fort Jesus at Mombasa after a prolonged siege, breaking a major Portuguese position on the Swahili Coast. This helped expand Omani influence in East African coastal trade, including commerce in ivory and enslaved people. Control of ports like Mombasa mattered because it linked inland capture networks to Indian Ocean shipping routes.
The United Kingdom’s Slave Trade Act received royal assent in 1807, making slave trading illegal for British subjects and ships. Although often associated with the Atlantic, the act also shaped Indian Ocean enforcement through British naval power and diplomacy. It marked a major legal turning point by targeting the trade itself, not yet slavery as a labor system.
In 1811, Britain escalated enforcement by making participation in the slave trade a felony rather than mainly a fine-based offense. This change aimed to deter traders by raising the legal risks and enabling harsher prosecutions. Stronger penalties supported wider suppression efforts that affected Indian Ocean routes as well as Atlantic ones.
Britain and Sayyid Said of Muscat and Oman signed an anti-slavery agreement aimed at limiting the Indian Ocean slave trade connected to Omani East Africa. The treaty restricted sales to “Christians” and sought to block slave imports into British-controlled areas. In practice, it shows how abolition moved beyond domestic law into treaty-making and maritime policing.
The Slave Trade Act 1824 consolidated and strengthened British anti-slave-trade legislation, treating slave trading at sea as piracy in some circumstances. This legal framing supported broader interdiction, including seizures of ships. It added pressure on slave-trading circuits that linked East Africa, Arabia, and South Asia through the Indian Ocean.
The Slavery Abolition Act received royal assent in 1833 and took effect in 1834, ending slavery in most of the British Empire through compensated emancipation. This did not end slavery everywhere connected to Indian Ocean trade, but it changed British policy from regulating trade to dismantling slave labor in many colonies. It also strengthened Britain’s moral and diplomatic claims when pressuring other powers and polities.
Britain and Sultan Barghash of Zanzibar signed the 1873 Frere Treaty, which prohibited slave imports into Zanzibar and forced the closure of the slave market in Stone Town. This was a major disruption to East African slave and commodity circuits that had long connected the interior to coastal ports and overseas buyers. The treaty represents a clear outcome point: formal suppression measures significantly narrowed a key public market within the Indian Ocean system.
