In March 1685, King Louis XIV issued the Code Noir for France’s Caribbean colonies. It set legal rules for slavery, including forced Catholic instruction and harsh controls over enslaved people’s lives. The code helped standardize slavery as a state-regulated labor system in the French Atlantic empire.
On 19 February 1788, reformers in Paris founded the Société des amis des Noirs (Society of the Friends of the Blacks). The group promoted ending French participation in the Atlantic slave trade and argued for a future end to slavery in the colonies. It helped push abolition into public debate during the early French Revolution.
In August 1789, revolutionary France adopted the Declaration of the Rights of Man and of the Citizen, declaring liberty and equal rights as core principles. In practice, these ideas did not immediately end slavery in French colonies, where plantation economies depended on enslaved labor. This gap between ideals and colonial reality fueled conflict and political debate in the years that followed.
On the night of 21 August 1791, enslaved people in Saint-Domingue (France’s richest sugar colony) launched a massive uprising. French authorities could not quickly suppress it, and the rebellion grew into the Haitian Revolution. Events in Saint-Domingue became a turning point that pressured France to reconsider slavery across its empire.
On 4 April 1792, France’s Legislative Assembly approved equal civil and political rights for free people of color in the colonies. This was meant to reduce unrest among the free population while keeping slavery intact. The measure reshaped colonial politics but did not address the demands of enslaved workers.
On 29 August 1793, French commissioner Léger-Félicité Sonthonax proclaimed emancipation for enslaved people in the northern province of Saint-Domingue. It was a wartime step aimed at saving the French Republic’s position in the colony by winning support from formerly enslaved fighters. This local emancipation helped set the stage for nationwide abolition in France’s colonies.
On 4 February 1794 (16 Pluviôse Year II), France’s National Convention abolished slavery across the French colonial empire. The decision reflected revolutionary politics and the reality that enslaved resistance—especially in Saint-Domingue—had changed what France could enforce. Implementation varied by colony, but the law marked France’s first empire-wide abolition.
In July 1801, leader Toussaint Louverture promulgated a constitution for Saint-Domingue that kept the colony formally within the French Empire but under special laws. It affirmed the end of slavery while concentrating power in Louverture’s hands. French officials saw this autonomy as a major challenge, contributing to Napoleon’s decision to intervene militarily.
In January 1802, a major French expedition led by General Charles Leclerc arrived to reassert French control in Saint-Domingue. Fighting intensified as French forces clashed with Black generals and troops who feared slavery would return. The expedition became closely linked to the wider policy shift toward restoring the plantation system.
On 20 May 1802 (30 Floréal Year X), Napoleon’s government passed a law that reinstated or maintained slavery in key French colonies, reversing the 1794 abolition in practice. This move aimed to rebuild colonial sugar production and state revenues. The decision intensified resistance in places like Guadeloupe and strengthened opposition to French rule in Saint-Domingue.
On 29 March 1815, during Napoleon’s brief return to power, an imperial decree prohibited the slave trade (the buying and transporting of enslaved people). It did not abolish slavery itself, which continued in French colonies. Still, it signaled growing international and diplomatic pressure—especially from Britain—against the trade.
On 8 January 1817, King Louis XVIII issued an ordinance forbidding the introduction of enslaved people into French colonies. This was part of the broader post-Napoleonic shift toward suppressing the transatlantic slave trade, though enforcement was imperfect. The policy focused on the trade rather than immediate emancipation.
In March 1831, France passed a law reinforcing the ban on the slave trade by setting severe criminal penalties for fitting out ships for slaving voyages. This reflected a stronger commitment—at least in law—to suppress trafficking across the Atlantic. However, the continued legality of slavery in the colonies meant the plantation system still depended on coerced labor.
After the February 1848 revolution, the new provisional government moved quickly toward emancipation. On 4 March 1848, Victor Schœlcher was appointed to lead a commission to prepare abolition measures for the colonies. This gave the abolitionist movement direct influence inside the state at a decisive moment.
On 27 April 1848, France’s Second Republic issued a decree abolishing slavery throughout the French colonial empire. The decree ended legal slavery and extended citizenship to formerly enslaved people, while also providing compensation to slave owners. This act is generally treated as the definitive end of slavery in French territories.
On 20 December 1848, the abolition decree took effect in Réunion, where it was formally proclaimed by the Republic’s commissioner. This date is often marked as a key endpoint because Réunion implemented abolition later than several Caribbean colonies. With Réunion’s proclamation, emancipation had been put into effect across major French slave societies, closing the 1685–1848 arc from legal codification to legal abolition.
