Parliament ended the Royal African Company's effective monopoly and opened England’s trade to Africa to private merchants. This legal change widened access to slave-trading profits beyond a single chartered company. Liverpool merchants entered the trade slowly at first, but this shift created the conditions for their later expansion.
A Liverpool-owned ship made what is often identified as the port’s first known recorded slaving voyage, marking Liverpool’s entry into the transatlantic slave trade. Early participation was limited compared with older slave ports like London and Bristol. Over time, however, Liverpool merchants built the networks and experience that would support rapid growth.
After the War of the Spanish Succession ended, Liverpool’s slave-trading activity increased sharply. The port moved from occasional participation toward regular, organized voyages. This growth reflected expanding credit, ship capacity, and merchant networks linking Liverpool to West Africa and the Americas.
Liverpool’s Old Dock opened as the world’s first enclosed commercial wet dock, allowing ships to load and unload more reliably despite the River Mersey’s large tides. This infrastructure reduced delays and helped Liverpool compete with other ports. The port’s improved throughput supported growth in Atlantic commerce, including slaving voyages.
By the 1720s and 1730s, Liverpool’s involvement scaled rapidly: dozens of slave ships cleared from the Mersey, and the port’s national share rose. Merchants used Liverpool-made and imported trade goods to buy captives on the West African coast, then sold enslaved people in the Americas. This period laid the groundwork for Liverpool to overtake rival British ports.
Liverpool surpassed London and Bristol as the leading British slave-trading port during the 1740s. The number of voyages from Liverpool rose rapidly, giving the port a dominant share of British slaving vessels by mid-century. This shift made Liverpool the main British departure point in a trade system that relied on coercion and violence.
As shipping volumes grew, Liverpool continued building and improving dock facilities, including major new wet docks later in the century. Better docks and ship services supported faster turnaround, repairs, and provisioning for long Atlantic voyages. These practical advantages reinforced Liverpool’s competitive position in the slave trade economy.
In the decades after mid-century, Liverpool dispatched hundreds of slaving ventures and maintained a majority share of British slave-trade voyages. The port’s merchants accumulated experience in finance, insurance, shipbuilding, and selling plantation goods linked to enslaved labor. This entrenched Liverpool’s role as the center of Britain’s slaving operations.
Surviving records from Liverpool slave ships document repeated resistance by captive Africans, including attempted revolts and escapes during voyages. These sources show that enslaved people were not passive cargo but actively resisted captivity, often at great risk. The violence recorded in such logs illustrates the human cost behind Liverpool’s commercial success.
Parliament passed the Slave Trade Act 1788 (Dolben’s Act), the first British law to regulate slave shipping. It limited the number of enslaved people allowed on ships based on tonnage, responding to public concern about extreme overcrowding and mortality. The act regulated conditions but did not end the trade, which continued at scale from Liverpool.
In the final decades before abolition, Liverpool accounted for roughly three-quarters or more of British slaving voyages in some periods, with especially high dominance in the 1790s and early 1800s. Large volumes of capital were tied up in ships, trade goods, and plantation produce. The port’s prosperity became closely linked to the slave-based Atlantic economy.
Even as public campaigning grew, early parliamentary efforts to abolish the slave trade were defeated, including a major vote in 1791. War, political backlash, and economic interests slowed reform. For Liverpool, these delays meant the slave trade could continue during years of especially high voyage numbers.
Parliament passed the Slave Trade Act 1807, prohibiting the British transatlantic slave trade across the empire. The act received royal assent on 25 March 1807, with commencement set for 1 May 1807. This decision ended the legal foundation of Liverpool’s slave-trading business model, though slavery itself continued in British colonies until later reforms.
A Liverpool slaver cleared port just before the law took effect and later sailed on what is commonly described as the last legal British slaving voyage. The episode shows how traders used administrative timing to continue voyages even after Parliament acted. It also marks the practical end point of Liverpool’s rise as a dominant slave-trading port within a legal British framework.
