King Charles II chartered the Company of Royal Adventurers Trading into Africa to organize and control England’s commerce on the West African coast. This company model tied overseas trade closely to royal policy and private investors. It set the institutional groundwork for later, larger-scale English involvement in the Atlantic slave trade.
A revised royal charter in 1663 made the company’s legal privileges more explicit, including the buying and selling of enslaved Africans in West Africa. This helped formalize the company-based slave trade as a state-backed commercial activity. It also signaled that enslaved people were being treated as a central “commodity” in English Atlantic commerce.
During the Second Anglo-Dutch War (1665–1667), conflict disrupted shipping and exposed trading posts and vessels to capture and loss. The Company of Royal Adventurers fell deeply into debt during this period, weakening its ability to operate and defend its interests. These pressures contributed to the later reorganization into a new company structure.
Cape Coast Castle on the Gold Coast (in today’s Ghana) developed into the RAC’s main West African headquarters and a central hub in its fort system. Like other large coastal forts, it served both commercial and military functions, including imprisoning captives before forced transport across the Atlantic. Control of such sites helped the RAC coordinate trade routes and impose its monopoly in practice.
The Royal African Company (RAC) was chartered with a legal monopoly over English trade along much of the West African coast. The monopoly model aimed to fund forts and armed protection, while directing profits to company investors and royal allies. In practice, the company became a major driver of English slave trading in the Atlantic system.
When the Act’s provisions came into effect, English merchants who were not part of the RAC could legally enter the Africa trade under the new framework. This widened the number of English participants in the Atlantic slave trade and intensified price and supply competition. The RAC increasingly shifted from active trading toward managing forts and negotiating its declining role.
The Trade with Africa Act ended the RAC’s exclusive monopoly and opened English trade with Africa to other merchants, under rules that included payments to support the forts. This was a major policy shift from a single-company model toward wider participation by private traders. Increased competition undermined the RAC’s ability to finance its forts and maintain dominance in slave trading.
Facing sustained competition after the loss of its monopoly, the RAC was unable to remain financially viable under the new trade system. Sources describing the Act’s effects report that the company became insolvent in 1708. Insolvency weakened its ability to operate as a trading concern and reinforced its long decline.
By the 1720s, the RAC had largely ceased operating as a major trading company, even though it continued to manage English forts and settlements on the West African coast. This meant the company’s role shifted from profit-making voyages toward administration, maintenance, and diplomacy around the forts. The separation between “open trade” and “fort management” became a central issue in British policy debates about Africa trade.
Across its peak decades, the RAC organized hundreds of voyages in company-owned ships transporting enslaved Africans to English colonies in the Americas. Research summarizing voyage records reports that from 1672 to 1731 the RAC carried large numbers of captives, with substantial deaths during the Middle Passage (the forced Atlantic crossing). This scale shows how a single chartered company could shape the growth and brutality of English Atlantic slavery.
Parliament passed legislation often referred to as the African Company Act 1750, aimed at “extending and improving” the trade to Africa while addressing the RAC’s debts and constraints. This represented a new approach: a regulated system (open to qualified merchants) rather than a joint-stock monopoly. It set the legal pathway to transfer responsibilities for forts and management away from the failing RAC structure.
By 1752, the Company of Merchants Trading to Africa (also called the African Company of Merchants) replaced the Royal African Company. The new body took over key coastal assets (including major forts) and managed them under a regulated-company framework rather than a monopoly stock company. This closed the era of English company-monopoly slave trading led by the RAC and marked a transition toward a more open, merchant-driven system that still supported the Atlantic slave trade.
