English settlers established a permanent colony in Barbados in February 1627. The early economy relied on small farms growing crops like tobacco and cotton, using a mix of indentured labor and enslaved Africans. This settlement created the base for Barbados’s later shift into large-scale sugar exports tied to enslaved labor.
Barbados established a House of Assembly in 1639, giving many white male landowners a role in local lawmaking. This helped planters shape policies around land, trade, and labor. Over time, the Assembly became a key institution for protecting the sugar plantation system.
From the 1640s, Barbados rapidly converted from mixed farming to sugar-focused plantations, a shift often called the “Sugar Revolution.” Producing sugar required expensive mills and intense labor, pushing planters toward large estates and greater reliance on enslaved Africans. Sugar exports soon became central to Barbados’s trade connections with England and the wider Atlantic world.
By the late 1640s and into the 1650s, sugar replaced earlier cash crops and became Barbados’s leading export. This export boom linked the island tightly to English shipping, credit, and consumer demand. It also increased the scale of forced labor as plantation owners sought to expand production.
England’s Navigation Acts restricted colonial trade by requiring that key commodities—such as sugar—move in English ships and, for many “enumerated” goods, be shipped only to England or English possessions. These rules aimed to keep profits and customs revenue within the empire. For Barbados, the laws reinforced sugar’s role in an English-centered trade system, even as smuggling and workarounds persisted elsewhere.
In September 1661, Barbados passed a wide-ranging law to regulate slavery, treating enslaved Africans as property and defining harsh control and punishment systems. This legal framework supported plantation profits by strengthening owners’ power over labor. The code became influential beyond Barbados, shaping slavery laws in other English colonies.
In 1672, the Royal African Company was established with strong royal and political backing, increasing England’s capacity to transport enslaved Africans to the Americas. Caribbean sugar colonies were major markets for this forced labor. For Barbados, larger and more regular shipments helped sustain high-volume sugar exports while deepening dependence on slavery.
Sugar production also created molasses and rum, expanding Barbados’s export options and trade links. Rum and molasses became important commodities in Atlantic commerce, including routes connecting the Caribbean with North American ports and European markets. These trade flows depended on plantation labor systems that kept production costs low through coercion.
In 1807, the British Parliament passed legislation to end British participation in the transatlantic slave trade. This did not end slavery in Barbados, but it began to restrict the legal importation of enslaved Africans into British colonies. Plantation owners and colonial officials then relied more on controlling and registering the existing enslaved population.
In April 1816, a major uprising of enslaved people—known as Bussa’s Rebellion—broke out across parts of Barbados. It was suppressed by local militia and British troops, but it demonstrated organized resistance within a heavily cultivated, plantation-dominated island. Events like this influenced debates about slavery’s future in the British Caribbean.
In 1817, Barbados passed an act to more fully document the enslaved population, including names, ages, and origins. Officials used registration to monitor enslaved people and to enforce restrictions after the slave trade’s abolition. These records also reveal the degree to which the island’s economy and exports still depended on enslaved labor.
In 1833, Parliament passed the Slavery Abolition Act, and it took effect on August 1, 1834, ending slavery in most of the British Empire. In Barbados, freedom was introduced through an “apprenticeship” system that required many formerly enslaved people to keep working for former owners for a set period. This marked a major turning point: sugar exports continued, but the legal foundation of enslaved labor that had powered Barbados’s plantation economy since the 1600s was dismantled.
