Chinese authorities imposed a lockdown in Wuhan, a major manufacturing and logistics hub. Factory shutdowns and movement limits reduced output of parts and materials used by firms worldwide, creating early supply gaps that spread through global supply chains.
The World Health Organization (WHO) said COVID-19 could be characterized as a pandemic. This announcement marked a shift to worldwide emergency planning and accelerated government restrictions that affected production, transport, and cross-border trade.
With many passenger flights grounded, airlines lost “belly” cargo space normally used for freight under passenger cabins. IATA reported that air cargo capacity fell far faster than demand in April 2020, contributing to shortages and delays for time-sensitive goods like medical supplies and electronics.
In early 2020, shipping companies reduced capacity by canceling voyages (“blank sailings”) when demand dropped. When demand rebounded later in 2020, especially for consumer goods, transport networks had difficulty ramping up quickly, contributing to container shortages and rising freight rates.
As restrictions spread, demand fell and many firms cut orders, while ports and shipping lines changed operations to cope with health measures. UNCTAD projected a sharp decline in maritime trade volume for 2020, signaling that the disruption was not limited to one region or one industry.
The container ship Ever Given ran aground and blocked the Suez Canal, a key route between Asia and Europe, for nearly a week. The incident delayed hundreds of vessels and added to pandemic-era backlogs, showing how a single failure point could ripple through global trade.
By mid-2021, congestion and slower ship turnarounds reduced the effective capacity of the global fleet. UNCTAD described how limited capacity, equipment imbalances, and port delays helped push container shipping prices sharply higher, raising costs for importers and consumers.
From mid-2021, the ports of Los Angeles and Long Beach experienced major queues of container ships waiting at anchor. UNCTAD’s case study notes waiting vessels rose to record levels in late summer 2021, worsening delivery times across U.S. retail and manufacturing supply chains.
By October 2021, containers were sitting longer at terminals waiting for pickup, reflecting shortages of trucks, drivers, warehouse space, and available appointments. Bloomberg reported record container “dwell time” at the Los Angeles and Long Beach ports, a sign that port congestion had spilled into inland distribution networks.
UNCTAD reported that maritime trade contracted in 2020 but rebounded in 2021, while supply-side constraints in container shipping drove freight rates higher. The report also warned that higher shipping costs could feed into import and consumer prices, linking logistics disruption to broader economic effects.
Shanghai started a two-stage lockdown aimed at mass testing as cases rose in early 2022. Restrictions limited movement and staffing across factories and logistics hubs, creating new delays for exports and for shipments moving through one of the world’s busiest port regions.
Shanghai lifted its full lockdown after about two months, allowing more work and transport to resume. While disruptions did not vanish overnight, reopening reduced pressure on manufacturing schedules and helped logistics operators begin clearing accumulated backlogs in 2022.
UNCTAD’s port case study notes that by the first half of 2022, the Los Angeles and Long Beach situation showed signs of a meaningful improvement. Fewer vessels were waiting at anchor and conditions began moving toward more normal operations, marking a key transition from crisis response to recovery.
