The FAO Food Price Index reached a high point in June 2008, reflecting broad increases across major food commodity groups. This peak became a benchmark for later comparisons and reinforced how closely linked global food supply chains are to energy costs, trade policy, and harvest outcomes.
Governments and international organizations met in Rome (3–5 June 2008) to address the food price crisis, climate change, and bioenergy. The meeting highlighted disagreements over export restrictions and biofuels, but it also elevated food security as a top global policy issue.
In 2009, the UN Committee on World Food Security (CFS) agreed to reforms that expanded participation and emphasized evidence-based decision-making. From mid-2008 into early 2009, many commodity prices dropped as the global financial crisis reduced demand and credit tightened. The decline eased immediate pressure in some markets, but it did not remove underlying vulnerabilities like low stocks and policy-driven trade disruptions.
At the July 2009 G8 summit in L’Aquila, leaders announced a multi‑year pledge to support agricultural development and food security in poorer countries. The initiative signaled a shift toward longer-term investment (seeds, fertilizer, farming systems) rather than crisis response alone.
After severe drought and wildfires damaged crops, Russia announced a grain export ban on 5 August 2010, with the ban taking effect on 15 August. Because Russia was a major exporter, the move tightened global supply and pushed wheat prices higher, demonstrating how export restrictions can transmit shocks through supply chains.
By early 2011, the World Bank reported that global food prices were again near the 2008 peak and estimated a net increase of about 44 million people in extreme poverty due to price rises since June 2010. The warning underscored that volatility can recur when supply chains remain sensitive to weather, energy, and policy disruptions.
In June 2011, the first G20 Agriculture Ministers meeting adopted an action plan focused on productivity, coordination, and better market information. A key goal was to reduce panic-driven policy moves and improve how countries respond when global supply chains face shocks.
India lifted its ban on exports of common (non-basmati) rice in September 2011. The change illustrated how governments began stepping back from the most restrictive crisis tools as markets stabilized and as new international coordination efforts took shape.
The Agricultural Market Information System (AMIS) was established in Rome in September 2011 at the request of the G20. By sharing data on production, stocks, and trade in key crops (wheat, maize, rice, soybeans), AMIS aimed to reduce uncertainty that can worsen price swings during supply-chain disruptions.
By 2012, the immediate 2007–2008 crisis phase had passed, but institutions and governments treated volatility as a continuing risk. The period’s legacy was a stronger emphasis on resilient global food supply chains—better data, coordinated responses, and investment in production capacity—rather than relying mainly on emergency trade restrictions.
