Those disruptions set the stage for major shocks to semiconductor supply chains in 2020–2021.
On May 15, 2020, TSMC announced it intended to build and operate an advanced semiconductor fab in Arizona, targeting production later in the decade. The announcement reflected rising concern about geographic concentration of chip production and the need for more resilient supply. It also foreshadowed the policy and investment wave that followed the chip shortage.
On October 13, 2020, Apple announced the iPhone 12 Pro and iPhone 12 Pro Max with 5G support. The broader 2020 shift toward remote work, online school, and upgraded consumer devices increased demand for many kinds of chips (not just the most advanced ones). That surge collided with already-stressed production and logistics.
In March 2021, construction activity accelerated for TSMC’s Arizona “Fab 21,” later described as progressing from March 2021 to mid-2022. Building new capacity is a slow response tool: fabs take years to construct, equip, and qualify for high-volume output. The timing illustrated why the 2020–2021 shortage could not be fixed quickly through new factories alone.
On March 19, 2021, a fire halted production on a 300mm line at Renesas’s Naka Factory in Japan, an important supplier of automotive microcontrollers (MCUs). The incident tightened an already constrained supply situation, especially for carmakers dependent on specific, qualified components. It highlighted how a single facility disruption could ripple through global supply chains.
By June 1, 2021, Renesas stated that the Naka factory line that resumed operation on April 17 had reached about 88% capacity by the end of May, aiming for full recovery afterward. This recovery mattered because automotive chips often have strict qualification requirements, making substitution difficult. The episode became a widely cited example of how fragile single-source dependencies can be.
By early June 2021, U.S. economic reports were noting that microchip shortages were limiting new car supplies. This reflected a key feature of the shortage: many bottlenecks involved so-called “mature-node” chips (older manufacturing processes) used in vehicles, power management, and industrial equipment. The shortage was no longer a niche electronics problem—it was affecting broad economic activity.
On June 14, 2021, Gartner reported that the semiconductor shortage was expected to persist through 2021, with recovery toward normal levels projected by the second quarter of 2022. Gartner also emphasized that constraints were not only in chip fabrication, but also in substrates, materials, and testing—steps needed to turn wafers into usable components. This “whole chain” perspective helped explain why lead times stayed long even when some fabs were running near full capacity.
In mid-2021, reports warned that Malaysia’s COVID-19 lockdowns could disrupt output at semiconductor plants and worsen global shortages. Malaysia is a significant location for assembly, testing, and other downstream steps that are required after wafers are made. These disruptions showed that even if wafer fabrication was stable, limits in packaging and testing could still constrain deliveries.
On August 9, 2022, the United States enacted the CHIPS and Science Act, aiming to strengthen domestic semiconductor manufacturing and research. The law was widely framed as a response to supply-chain fragility revealed by the 2020–2021 shortage. While it did not immediately add capacity, it shaped long-term investment decisions and industrial strategy.
On October 7, 2022, the U.S. government implemented major export controls aimed at limiting China’s access to certain advanced computing chips and semiconductor manufacturing equipment. These rules added a new geopolitical layer to semiconductor supply chains, affecting where leading-edge tools and chips could be shipped and used. The controls reinforced the trend toward more politically “aligned” supply networks.
On January 17, 2023, Gartner reported that 2022 began with widespread shortages and extended lead times, but by the second half of 2022 conditions changed as the economy slowed and some buyers had stockpiled inventory. This period marked the transition from crisis-era scarcity in many categories toward a more mixed picture: some components remained tight while others moved toward oversupply. For supply-chain managers, the challenge shifted from “get any chips” to managing demand swings and excess inventory risk.
On May 11, 2023, U.S. COVID-19 national and public health emergency declarations ended, signaling a broader transition away from acute pandemic-era governance. While chip supply chains still faced structural issues, the end of emergency status marked a clearer shift toward normalized operations and planning horizons.
