Zhu Yuanzhang founded the Ming dynasty and made Nanjing (then Yingtian) the main capital. Early Ming rulers rebuilt state power after the Yuan period, including restoring river and coastal defenses that depended on government-controlled shipbuilding. This set the political and industrial base for large imperial warship and transport construction later on.
The Hongwu Emperor began restricting private overseas travel and trade through the haijin (“sea ban”) policy. The state aimed to limit piracy and control foreign contact by channeling maritime activity into official missions rather than private commerce. These policies shaped what kinds of ships the government encouraged: state fleets and coastal defense vessels rather than privately funded ocean traders.
Sources from later Ming shipyard administration describe Longjiang (Nanjing) as already building ships in the Hongwu period. This matters because it shows that the industrial infrastructure for large state fleets pre-dated Zheng He’s voyages. In practice, early Ming ship construction supported both defense and state-directed overseas activity.
Zhu Di became the Yongle Emperor, bringing a more expansionist policy direction. His reign increased demand for government ships, including transports for logistics and large vessels for diplomacy and power projection. This political change is a key turning point in early Ming naval construction.
Imperial orders called for the construction of 200 “seagoing transport ships” for state service. This reflects a mass-scale construction program: not only a few flagships, but a large logistical fleet to move people, animals, and supplies. These transports helped make long-distance operations feasible by giving the court reliable maritime lift capacity.
A follow-up order called for 50 more “seagoing ships,” continuing the rapid build-up. Together with the 1403 transport order, this points to a sustained, state-funded procurement cycle rather than one-time construction. The expanding fleet also increased demand for timber, skilled labor, and shipyard organization in the Nanjing region.
Zheng He’s first voyage left from the Nanjing area as the flagship project of Yongle’s overseas policy. Even though the famous “treasure ships” draw attention, the larger story is the system behind them: a whole fleet requiring warships, transports, and support craft built and maintained by state shipyards. This launch demonstrated that early Ming ship construction could support sustained operations across the Indian Ocean.
Imperial records include a specific order for 48 treasure ships through the Ministry of Works in Nanjing. This is important for shipbuilding history because it links a quantified build order to a named administrative authority and place. It also shows that the central government treated these vessels as a managed construction program, not just ad hoc local builds.
The Yongle Emperor’s government shifted its main seat to Beijing, reflecting a stronger focus on northern land defenses. This strategic shift affected budgets and priorities, including how much attention the court gave to large ocean-going fleets versus northern military needs. Even with continued voyages, the center of gravity in state planning began moving away from Nanjing’s maritime orientation.
The Yongle Emperor ordered a temporary suspension of the treasure voyages as state resources were pulled toward other major priorities. This reflects a practical constraint: shipbuilding and overseas expeditions were expensive and competed with campaigns and construction on land. For shipyards, such shifts could mean fewer new builds and more emphasis on maintenance or other state needs.
After Yongle’s death, the Hongxi Emperor opposed the costly overseas expeditions and terminated plans for additional voyages. The fleet remained in Nanjing as a garrison force, meaning ships and crews were repurposed for local defense rather than long-range projection. This marked a major downshift in demand for new ocean-going construction compared with the earlier surge.
Under the Xuande Emperor, the court authorized one last major expedition, which ended with the fleet’s return in 1433. After this, the era of large state-sponsored ocean voyages ended, and associated shipbuilding activity at major yards declined. Later descriptions of the Longjiang shipyard report that it fell into disrepair after the expedition period, illustrating how quickly large construction programs could fade when policy changed.
