In 226 CE, the Wu state established Guangzhou Prefecture, giving the city a durable administrative role. Its position on the Pearl River helped it grow into a major southern port linking inland China with sea routes.
After the Tang dynasty began in 618, Guangzhou benefited from greater political stability and expanding long-distance commerce. Foreign merchant communities, including Arab and Hindu traders, are recorded in the city, reflecting its role in Indian Ocean and South China Sea networks.
In 758, a seaborne raid by Arab and Persian forces associated with the Abbasid Caliphate reportedly plundered and burned parts of Guangzhou. The episode shows both the reach of maritime connections and the risks that came with wealth concentrated at a major port.
During the late Tang turmoil, Huang Chao’s rebel army took Guangzhou in 878–879, and sources describe mass violence that included many foreign merchants. The event disrupted trade and damaged the city’s reputation as a safe international marketplace.
In 971, the Northern Song established a shibosi (maritime trade office) in Guangzhou to manage overseas shipping and customs. This institutionalized foreign trade oversight and helped channel commerce through formal rules, fees, and supervision.
In the late 11th century, Guangzhou’s port superintendentship became a vantage point for recording shipping practice and navigation. Zhu Yu later wrote Pingzhou Ketan (published 1119), an important Song-era text on maritime matters that drew on experience linked to Guangzhou’s trade administration.
Under the Yuan dynasty (1271–1368), the state maintained maritime trade offices at key ports, including Guangzhou, to regulate and tax overseas trade. Guangzhou remained part of a larger, government-managed network connecting China to maritime routes across Asia.
In 1371, the Ming founder Hongwu began haijin (sea ban) policies that limited legal foreign trade largely to tribute missions rather than private commerce. These restrictions reduced the autonomy of coastal merchants and reshaped how ports like Guangzhou connected to overseas markets.
By 1384, Ming policy shut down maritime trade intendancies (shibo-related offices) at several ports, including Guangzhou. This tightened state control and further constrained the formal institutions that had managed customs and sea trade in earlier dynasties.
In the early 1400s, the Ming court launched the large-scale voyages associated with Zheng He, partly aiming to place overseas exchange under government control. Even where local private trade was restricted, these state missions signaled that maritime connections remained strategically important.
In 1513, the Portuguese explorer Jorge Álvares reached the Pearl River Delta region, beginning sustained European efforts to enter China’s southern maritime trade sphere. These encounters set the stage for diplomacy and conflict centered on access to Guangzhou-area trade.
In 1517, a Portuguese mission under Fernão Pires de Andrade arrived at Guangzhou, and the embassy linked to Tomé Pires sought formal relations. Initial reception gave way to worsening perceptions and official resistance, highlighting Ming limits on unfamiliar foreign traders and armed ships.
In 1567, the Ming relaxed maritime prohibitions by legalizing private overseas trade through Yuegang in Fujian as an officially designated outlet. This change helped redirect parts of China’s maritime commerce away from older hubs like Guangzhou, closing the Tang–Ming arc with a new regulatory geography for international trade.
