After taking the throne in 1402, the Yongle Emperor ordered large state voyages to the “Western Oceans” to project Ming power and manage foreign relations through tribute and diplomacy. He appointed the eunuch commander Zheng He to lead these expeditions, backed by major shipbuilding and logistics in the lower Yangtze region.
Zheng He’s first expedition sailed in 1405 and returned in 1407, launching a new era of state-sponsored maritime outreach. The fleet visited major ports across Southeast Asia and the Indian Ocean, exchanging gifts and formal letters to build diplomatic ties and encourage tribute missions back to Ming China.
On the return phase of the first voyage, Zheng He’s forces fought the pirate Chen Zuyi at Palembang (Sumatra) in 1407. Chen was captured and taken to Nanjing for execution, and the result strengthened Ming claims that the voyages could protect sea routes and impose order against maritime raiders.
The second voyage (1408–1409) largely followed established routes in Southeast Asia and South Asia. It reinforced relationships made on the first expedition and helped normalize regular contact—envoys, gifts, and official messages—between the Ming court and overseas rulers.
During the third voyage (1409–1411), clashes in Sri Lanka intensified into a Ming military intervention. Chinese forces captured the local ruler Alakeshvara (Alagonakkara) and transported him to China; he was later released, and the episode showed that the voyages combined diplomacy with coercive power when the court considered it necessary.
A stone inscription set up at Galle in Sri Lanka, written in Chinese, Tamil, and Persian, records offerings associated with Zheng He’s expedition. The inscription is a rare, direct artifact linking the voyages to multilingual, multicultural maritime worlds of trade, religion, and state ceremony.
The fourth voyage (1413–1415) pushed farther west, reaching Hormuz in the Persian Gulf and sending ships along Arabia and down the East African coast. Envoys from many states returned with the fleet, making the voyages a tool for expanding Ming diplomatic presence across the Indian Ocean network.
The fifth voyage (1417–1419) focused heavily on returning foreign envoys to their homelands while revisiting earlier ports. It strengthened ties with polities in Southeast Asia, South Asia, and East Africa by repeating ceremonial exchanges and maintaining regular diplomatic traffic.
In 1421, the Yongle Emperor ordered a temporary suspension of the treasure voyages as resources and attention shifted toward other priorities, including campaigns on the northern frontier. The fleet remained in Nanjing for years afterward, signaling that court backing—not just naval capability—determined whether the maritime program continued.
After the Yongle Emperor died in 1424, his successor, the Hongxi Emperor, moved quickly to halt the program. On the day he took the throne, he terminated plans for additional voyages, reflecting a shift in court politics toward officials who opposed large eunuch-led maritime projects.
After years of inactivity, the Xuande Emperor authorized one more major maritime mission. Zheng He, now older and reportedly in poor health, resumed command, showing that the voyages depended on a ruler willing to invest political capital and funding in long-distance naval diplomacy.
The seventh voyage (1431–1433) revisited the established network of ports and extended again toward Arabia and the East African coast. It represented the mature phase of the program: repeated routes, formal exchanges, and the transport of envoys, rather than first-time geographic “discovery.”
Zheng He died in 1433 during the final expedition, commonly reported as occurring at Calicut (now Kozhikode) in India. The fleet returned to China and, in practice, the state-sponsored treasure voyages ended, marking a major change in Ming maritime policy and priorities.
After the seventh voyage, the Ming court did not restart the treasure-fleet program. The end of these state voyages shifted long-distance overseas commerce and contact away from massive imperial expeditions and toward smaller-scale, more locally managed maritime activity.
