From the late 160s, Rome fought a long series of wars against Danubian groups such as the Marcomanni and Quadi. The conflicts highlighted how quickly frontier crises could spread and pushed emperors to combine military campaigns with negotiated settlements and controlled admissions across the border.
After Marcus Aurelius died on campaign, Commodus chose to end major operations beyond the Danube and sought peace with key opponents. This marked a shift away from large annexation plans toward a more defensive frontier strategy that relied more on agreements and managed relationships with neighboring peoples.
Roman officials used foedus (“treaty”) to formalize relations with outside communities, setting terms for peace, alliance, and military support. Over time, these treaties became an important tool for managing frontier peoples as Rome faced recurring pressure along the Rhine and Danube.
During the 3rd century, frequent civil wars and invasions weakened Rome’s ability to police borders consistently. In this environment, negotiated arrangements—payoffs, hostages, and auxiliary recruitment—became more common ways to reduce violence and secure manpower when regular forces were stretched thin.
After fighting along the lower Danube, Constantine’s forces compelled Gothic leaders to seek peace. Sources describe a treaty (foedus) that included hostages and Gothic military support for Rome, linking border security to an alliance-and-recruitment model rather than direct conquest.
In 358, Julian campaigned against the Salian Franks who had settled on Roman soil near Toxandria. Ammianus describes Julian forcing their submission and taking their children as part of the settlement process, illustrating how Rome blended coercion with controlled accommodation to stabilize the Rhine frontier.
In 376, large Gothic groups asked to enter the empire across the Danube, seeking protection from the Huns. Roman authorities allowed entry but mismanaged supplies and supervision, turning a controlled admission into a fast-moving political and military crisis.
In 378, Emperor Valens fought the Goths near Adrianople and was killed in a major Roman defeat. The loss weakened Rome’s bargaining position and made a negotiated settlement more likely, because rebuilding the field army would take time and resources.
By the later 4th century, Rome increasingly settled some outsider communities as laeti: groups allowed to live on imperial land in return for providing military recruits. This practice did not replace foedera, but it shows a wider system of negotiated dependency tying settlement rights to defense needs.
On 3 October 382, Roman leaders concluded peace with the Goths after years of war. The agreement is widely described as making Goths foederati, granting them land inside imperial territory while obligating military service, and allowing them to remain organized under their own leaders rather than being fully dispersed.
After the 382 settlement, Gothic factions competed for leadership and for influence in Roman service. Later accounts describe conflicts among Gothic leaders (including episodes of violence) as groups weighed loyalty to the emperor against attempts to resist or renegotiate their position.
By the late 4th century, foedus arrangements and related settlement policies had become a standard Roman response to repeated frontier pressures. These deals could bring short-term stability and manpower, but they also created semi-autonomous armed communities inside the empire, changing how Rome governed and defended border regions.
