Their strong hill-forts and rugged terrain made conquest difficult and costly. This set the stage for the last major Roman wars of expansion in Hispania.
Florus describes the Cantabri as initiating renewed unrest, not only defending themselves but raiding neighboring groups. These raids helped convince Roman leaders that a stronger response was needed. The conflict is traditionally dated to 29–19 BCE as the final stage of Rome’s conquest of Hispania.
In 26 BCE, Augustus went to Hispania and established a major base at Segisama (Segisamo), signaling that Rome treated the war as a high priority. Roman strategy combined multiple army columns with support operations, aiming to isolate strongholds and cut off escape routes. Augustus’ presence also made the campaign a political statement about his leadership.
Cassius Dio portrays the Cantabri and Astures as avoiding set-piece battles, using ambushes and high ground to harass Roman forces. This style of fighting slowed Roman advances and increased casualties and fatigue. It also pushed Rome toward sieges, encirclement works, and harsher pacification measures.
During the campaign, Augustus became ill from overexertion and anxiety and retired to Tarraco (Tarragona), according to Cassius Dio. With the emperor sick, field operations depended more heavily on his legates (commanders acting on his behalf). The episode shows how difficult the war was even for Rome’s best-resourced leadership.
Florus highlights a sequence of hard-fought operations against fortified places, including Aracelium (often linked to the “Aracillum” tradition) and other strong points. Siege warfare let Rome use engineering and manpower advantages to trap defenders. These operations aimed to break the Cantabri’s ability to retreat into protected hill-forts.
Florus reports that Asturian forces planned a three-part attack on Roman camps near the river Astura, an attempt to exploit Roman dispersion. The plan failed after local informants (the Brigaecini) warned the Romans and Publius Carisius arrived with reinforcements. The outcome pushed the war from open campaigning toward taking key centers like Lancia.
After the defeat near the Astura, survivors withdrew to the fortified city of Lancia (Lancea). Florus emphasizes the intensity of the fighting and notes that Roman soldiers wanted to burn the captured city, but the general argued to spare it as a lasting marker of victory. The episode illustrates how conquest involved both battlefield success and decisions about punishment and control.
In 25 BCE, the colony of Emerita Augusta (modern Mérida) was founded to settle discharged veterans connected with the Cantabrian campaigns. Veteran colonies helped Rome hold newly conquered areas by placing experienced soldiers and Roman institutions on the ground. Material evidence also links the colony to Publius Carisius’ activity as a minting authority in this period.
Cassius Dio reports that some Cantabri captured alive and sold into slavery killed their masters, returned home, and helped restart rebellion. This created a cycle in which harsh outcomes of war fed further resistance. Rome responded by escalating military pressure and tightening postwar controls.
According to Cassius Dio, Marcus Vipsanius Agrippa went to Spain and eventually broke resistance through hard fighting and strict discipline in the Roman ranks. Dio says Agrippa destroyed many fighters, disarmed others, and compelled communities to come down from their strongholds to live in the plains. This reflects a shift from short-term victory to long-term control by reshaping settlement patterns.
Ancient summaries treat the defeat of the Cantabri and Astures as the end of Augustus’ major Spanish campaigns, traditionally dated to 19 BCE. Afterward, Rome could reorganize administration and intensify economic extraction, including mining, while keeping order through garrisons and Roman-style governance. The Cantabrian Wars are widely described as the final major chapter in Rome’s centuries-long conquest of Hispania.
