France and the Nguyễn court signed the Treaty of Huế (Patenôtre Treaty), formalizing French protectorates over Annam (central Vietnam) and Tonkin (northern Vietnam). This treaty gave France decisive control over Vietnam’s foreign relations and expanded its colonial administration, setting the stage for a wider Indochinese federation.
A French decree created the Union of French Indochina, bringing together Cochinchina (colony) and Cambodia, Annam, and Tonkin (protectorates) under a Governor-General. This consolidated budgeting, security, and high-level administration, making colonial rule more centralized across the region.
France and Siam (Thailand) signed the Franco-Siamese Treaty of 1893 after a major crisis, forcing Siam to give up territories east of the Mekong River. This helped France build Laos into a key part of its Indochinese possessions and strengthened the union’s inland borders.
Paul Doumer became Governor-General and pushed a more tightly managed colonial state, emphasizing new taxes, state monopolies, and public-works investment. His approach strengthened the colonial budget and expanded infrastructure, but also deepened economic pressures on many Vietnamese, Cambodian, and Lao communities.
France and Siam signed a treaty returning Battambang, Siem Reap, and Sisophon to French-controlled Cambodia, while France withdrew from other areas. This shifted key Khmer cultural and agricultural regions—including Angkor—into the French colonial framework.
Vietnamese communist organizations unified to form a party that soon operated as the Indochinese Communist Party, aiming to organize anti-colonial politics across French Indochina. The party provided a durable leadership network that later helped build mass-front organizations against French rule.
During World War II, Vichy France kept formal control over Indochina but allowed Japanese forces to station and operate there. This weakened French authority, disrupted the economy and security, and created conditions for stronger resistance and political competition inside Vietnam, Laos, and Cambodia.
Ho Chi Minh and allies formed the Viet Minh to build a broad front for independence, combining nationalist aims with communist leadership. It became the most effective resistance organization in Vietnam and later a central political and military force against the French return.
Japanese forces carried out a coup against French authorities, dismantling much of the colonial security apparatus and installing local governments under Japanese direction. The sudden collapse of French power accelerated political change and helped open the path to revolutionary takeovers later in 1945.
In August 1945, the Viet Minh led uprisings that took control in major cities, including Hanoi, after Japan’s surrender. Emperor Bảo Đại abdicated soon after, ending the Nguyễn monarchy and clearing the way for a new republican state led by revolutionary forces.
French forces bombarded Haiphong amid a mounting confrontation with Vietnamese nationalists, killing large numbers of civilians and hardening positions on both sides. The incident helped trigger full-scale fighting that soon expanded into the First Indochina War.
On 19 December 1946, major attacks and street fighting began in Hanoi between Viet Minh forces and the French. The conflict developed into a long war across Indochina, drawing in associated states and external support, and reshaping the region’s political future.
Viet Minh forces besieged and captured the French base at Điện Biên Phủ, delivering a decisive military defeat. The loss made it politically difficult for France to continue the war and directly pushed negotiations toward a settlement.
The Geneva Conference produced ceasefire agreements for Vietnam, Laos, and Cambodia, ending large-scale hostilities between France and the Viet Minh. Vietnam was provisionally divided at about the 17th parallel while forces regrouped, and the agreements set the immediate postwar political map that replaced French Indochina as a single colonial entity.
