France’s revolutionary government abolished slavery in 1794, but colonies in the southwest Indian Ocean—including the Seychelles—refused to apply the law. The continued use of enslaved labor reinforced plantation production and deepened the colony’s dependence on slavery despite political change in Europe.
Facing a superior British force, Quincy negotiated a capitulation that temporarily placed the islands under British control while safeguarding inhabitants’ property. This pattern of negotiated surrenders became a practical strategy for a small colony caught between warring empires.
A British frigate attacked and captured the French frigate Chiffonne at Mahé, showing how Seychelles’ ports could become targets in the struggle for control of Indian Ocean shipping routes. The fighting highlighted the strategic importance of the islands as the Napoleonic Wars expanded into the region.
After years of shifting flags under capitulation agreements, British forces fully occupied the Seychelles. Quincy continued briefly as a British-appointed commissioner, signaling a transition from French administration to British control on the ground.
Britain captured Île de France (Mauritius) in late 1810, removing the main French naval and administrative base in the region. With Mauritius fallen, the Seychelles’ ability to remain a semi-neutral outpost under negotiated capitulations became harder to sustain.
The 1814 Treaty of Paris ended this phase of the Napoleonic Wars and formally transferred Seychelles (along with Mauritius) from France to Britain. This treaty closed the period of French administration (1756–1814) and set the islands on a new legal and political path as a British dependency.
