France imposed the Treaty of Bardo on the Tunisian bey after a brief military expedition. The agreement created a French protectorate, leaving the bey in place but shifting real power to a French resident and the French army. This became the starting point for France’s model of “indirect rule” in North Africa.
The Conventions of La Marsa expanded France’s authority beyond military and foreign affairs into internal administration, justice, and finance. In practice, they allowed France to require reforms that the bey would formally issue as decrees, tightening colonial control while keeping the protectorate’s legal “mask.” Tunisian nationalists later targeted these conventions as a symbol of lost sovereignty.
European powers met at Algeciras to settle rivalry over Morocco and agreed on reforms affecting policing, customs, and finance. Although Morocco remained formally independent, the Act strengthened outside control and positioned France (and Spain) to supervise key institutions. This diplomatic step helped set conditions for later protectorate rule.
French forces bombarded Casablanca and then occupied the city after unrest and attacks connected to tensions around foreign projects and authority. The violence marked a major escalation from diplomacy to direct military action. It also opened a new phase of France’s conquest that culminated in a protectorate over much of Morocco.
Under heavy pressure, Sultan Abd al-Hafid signed the Treaty of Fez, which established a French protectorate in Morocco. The treaty centralized power in the French resident-general while keeping the sultanate as a formal institution. Morocco’s protectorate system drew on precedents already used in Tunisia.
Soon after the Treaty of Fez, violence broke out in Fez when people learned details of the new protectorate arrangements. The uprising was suppressed by French forces, reinforcing France’s military control at a critical early moment. The event showed the immediate local backlash to protectorate rule.
A royal decree (dahir) issued under the protectorate set different legal arrangements for many Berber-speaking communities, which nationalists viewed as a “divide-and-rule” policy. Protests and mosque-based organizing spread, linking religious identity with anti-colonial politics. The backlash helped strengthen and unify Morocco’s nationalist movement.
A younger group of activists broke from the older Destour party and founded the Neo-Destour at the Ksar Hellal Congress. The new party aimed to build broader popular support and push more forcefully against the protectorate. It soon became central to Tunisia’s independence strategy and leadership.
Moroccan nationalists associated with the Istiqlal movement presented a manifesto calling for full independence and reforms. France responded with repression, but the manifesto clarified political goals and broadened support for ending the protectorate. It also helped connect Morocco’s cause to the emerging postwar international climate.
French authorities deported Sultan Muhammad V, first to Corsica and later to Madagascar, aiming to weaken nationalist pressure. Instead, the exile increased his symbolic role and intensified resistance and political crisis. The growing instability pushed France toward negotiations for a new relationship.
France and Tunisian leaders agreed to internal autonomy, meaning Tunisian authorities would manage many domestic affairs while key sovereign powers were still contested. The agreement was a major transition from protectorate governance toward full independence. It also reshaped negotiations by making independence a near-term political outcome rather than a distant demand.
French and Moroccan representatives met in Aix-les-Bains to negotiate a political settlement after escalating unrest and the exile crisis. French leaders publicly framed the compromise as “independence within interdependence,” signaling a move away from strict protectorate control. The talks helped prepare the way for Muhammad V’s restoration and the final independence agreement.
Muhammad V returned to Morocco as France moved to restore him to the throne. His return strengthened the nationalist position and helped unify political forces around a negotiated end to the protectorate. It also marked a clear turning point from crisis management toward final independence arrangements.
France and Morocco signed a joint declaration stating that the 1912 Treaty of Fez was no longer valid and that relations would be between sovereign states. This formally ended the French protectorate framework in Morocco and set terms for transferring powers to Moroccan institutions. It became the legal milestone commonly used to date Moroccan independence from France.
Tunisia and France signed an independence protocol in Paris, ending the protectorate created in 1881. The agreement recognized Tunisia’s sovereignty and cleared the way for new national institutions. This date became Tunisia’s widely commemorated independence milestone.
After independence, Tunisia briefly remained a monarchy under Muhammad VIII al-Amin (Lamine Bey). In 1957 the Constituent Assembly abolished the monarchy and proclaimed a republic, concentrating authority in new national political institutions. This change marked a decisive end to protectorate-era structures and closed the transition period that began in 1881.
