Work began on the Sierra Leone Government Railway from Freetown in 1896, with the first section opening in 1897. Railways and roads supported trade, troop movement, and tighter administration, but they were expensive to build and maintain. Taxes and coerced labor were often used to supply cash and manpower for these projects.
In late August 1896, Britain proclaimed a protectorate over Sierra Leone’s interior and began building a new administrative system. District commissioners and a strengthened frontier policing presence were used to project control beyond the coastal colony. This expansion created new costs, which officials increasingly tried to fund through local taxes and fees.
Governor Frederic Cardew proposed a graduated “house tax” (often called a hut tax) to pay for administration and frontier policing in the Sierra Leone Protectorate. Chiefs were made responsible for collecting the tax and passing it to colonial officials, tying local authority to revenue extraction. The plan signaled that British rule would be self-financed, not subsidized from London.
As the start date for direct taxation approached, many chiefs objected that the hut tax was too heavy and that British claims to tax homes implied claims over property and sovereignty. In Sierra Leone, 24 chiefs signed a petition asking that the tax be withdrawn or reduced. The petition’s rejection helped push opposition from negotiation into open resistance.
The hut tax was scheduled to begin on 1 January 1898, with rates tied to the size of dwellings and collection enforced through chiefs and district officers. For many households, the tax was hard to pay in cash, increasing pressure to sell produce or seek wage labor. The tax also linked revenue to coercive authority, since nonpayment could trigger punishments and enforcement campaigns.
In February 1898, conflict escalated after colonial officials attempted to arrest the Temne leader Bai Bureh, and armed resistance spread in both the north and south. The uprising was driven by opposition to the hut tax and by anger over forced road labor and the loss of political autonomy. British forces suppressed the revolt, but the war became a major example of how taxation and coercion could provoke large-scale resistance.
In 1900, the British Colonial Office formed the West African Frontier Force (WAFF) to garrison and police Britain’s West African colonies, including Nigeria, the Gold Coast, Sierra Leone, and Gambia. A standing force reduced reliance on ad hoc expeditions and supported “pacification” campaigns that made taxation and labor demands enforceable. Military power and fiscal extraction reinforced one another across the region.
On 1 January 1900, the British government took direct control over territories previously administered by the Royal Niger Company, creating the Northern Nigeria Protectorate. Establishing a formal protectorate expanded the fiscal challenge of running administration, policing, and military posts across a vast interior. These pressures encouraged policies that extracted revenue locally and mobilized African labor for state projects.
After the Hut Tax War, colonial authorities reorganized administration to reduce the chance of renewed large-scale revolt. Chiefs considered loyal were favored, and the district commissioner system was used to supervise local courts and punish serious offenses. This consolidation helped make taxation and compulsory labor easier to impose with fewer negotiations.
An Order in Council made in September 1901 took effect on 1 January 1902, formally establishing the Northern Territories as a British protectorate under the Gold Coast governor. The new protectorate extended British rule into areas where cash circulation was limited and administrative staffing was thin. In this setting, colonial “labor taxes” (work demanded in lieu of money) became a practical way to build roads and maintain authority.
After annexation of the Northern Territories, the Gold Coast government issued a Roads Ordinance that allowed chiefs to require able-bodied men to work a set number of days each quarter on road maintenance. Fines or imprisonment could be used to enforce compliance, making the system function like a compulsory labor levy rather than voluntary employment. This policy connected infrastructure building directly to coercive local administration.
On 1 January 1914, Britain amalgamated Northern and Southern Nigeria into the Colony and Protectorate of Nigeria under Governor-General Frederick Lugard. One major driver was finance: the north’s limited revenue made the colonial state hard to fund, while the south collected more customs revenue through coastal trade. The merger aimed to coordinate administration and budgeting, marking an endpoint to this phase of pre–World War I fiscal coercion in British West Africa.
