In February 1885, Italy seized Massawa on the Red Sea coast. Holding this port gave Italy a strategic base for moving troops and supplies into the northern Horn of Africa. It became a key step toward building what later became Italian Eritrea.
In 1889, Italy signed protectorate treaties with Somali rulers, including the Sultanate of Hobyo (February 8) and the Majeerteen Sultanate (April 7). These agreements helped Italy build influence through coastal access and political ties rather than immediate large-scale conquest. They also linked Italian ambitions across the Red Sea and the Indian Ocean sides of the Horn.
On May 2, 1889, Italy and Emperor Menelik II signed the Treaty of Wuchale (Ucciali). A major problem was Article 17: the Amharic text said Ethiopia could use Italy to handle foreign relations, while the Italian text said it must. This disagreement became a central cause of war.
In 1890, Italy formally established the Colony of Eritrea, turning earlier coastal footholds into a recognized colonial administration. This solidified Italian control in the northern Horn and made Eritrea the main base for further expansion. It also set up a sharper border conflict with Ethiopia.
After Italy treated its preferred treaty wording as proof of a protectorate, Menelik II rejected that claim. Britannica notes he repudiated the protectorate claim in September 1890 and later denounced the entire treaty. This widened the dispute from diplomacy into preparations for armed conflict.
By the early 1890s, Italy moved from treaties to direct involvement along the Benadir coast, including key ports such as Mogadishu, Merca, and Brava. Control of these ports mattered because they were the entry points for trade, taxation, and later inland expansion. The shift increased local resistance as Italian influence became more visible on the ground.
On March 1, 1896, Ethiopian forces under Emperor Menelik II defeated the Italian army at Adwa. The loss stopped Italy’s attempt to impose a protectorate over Ethiopia by force. Adwa became a major turning point because it preserved Ethiopian sovereignty during the era of European colonization.
On October 26, 1896, Italy and Ethiopia signed the Treaty of Addis Ababa. The treaty ended the war, canceled the Treaty of Wuchale, and ended Italy’s claim to a protectorate over Ethiopia. In practice, it forced Italy to shift from conquering Ethiopia to consolidating Eritrea and expanding elsewhere.
From 1898, the Benadir ports were administered through a private concession (the Benadir Company), an example of indirect colonial rule. This approach aimed to reduce state costs by letting a company manage trade and administration. The experiment struggled and set the stage for the Italian state to take direct control a few years later.
On July 10, 1900, Italy and Ethiopia signed an agreement in Addis Ababa to delimit the frontier between Eritrea and Ethiopia. Defining a border mattered because it helped turn a military stalemate into a more stable colonial boundary. It also limited Italian expansion from Eritrea into the Ethiopian highlands after Adwa.
On March 19, 1905, the Italian government purchased the Benadir colony and assumed direct control. This replaced company rule with state administration and made Italian Somaliland more clearly a government-run colony rather than a commercial project. The change also reflected the limits of indirect rule when faced with resistance and financial problems.
On May 16, 1908, Italy and Ethiopia signed a convention addressing the boundary between Italian Somaliland and Ethiopia. The agreement aimed to reduce border uncertainty by describing how the frontier should run and which tribal areas were tied to each side. It was part of a broader pattern of European colonial powers trying to “fix” borders through treaties rather than open war.
Italy fought the Italo-Turkish War from September 29, 1911 to October 18, 1912 to seize Ottoman provinces in North Africa (modern Libya). Although not fought in the Horn itself, the war showed Italy’s continued push for colonies after being checked at Adwa. It also strengthened nationalist politics that supported further colonial expansion.
On October 18, 1912, the Treaty of Lausanne (Ouchy) ended the Italo-Turkish War, with the Ottoman Empire conceding its rights over Tripoli and Cyrenaica to Italy. This outcome marked a clear endpoint for the 1885–1912 phase of Italian expansion: after consolidating Eritrea and establishing Italian Somaliland, Italy had also secured a major new colony in North Africa. The results helped shape Italy’s later colonial strategy in the years leading to World War I.
