The Seven Years’ War ended with Spain giving Florida to Britain and receiving Louisiana from France. The losses and new border threats pushed Spanish leaders to strengthen defenses and tighten control over American revenues. This security-and-finance mindset helped set the stage for the later Bourbon Reform program across Spanish America.
The Crown sent José de Gálvez as visitador general (royal inspector) to New Spain with broad authority to investigate and reform government and revenue collection. His program targeted stronger tax administration, tighter control over officials, and measures to increase income for the monarchy. This “visit” became a model for later Bourbon administrative reforms elsewhere in Spanish America.
In Quito, urban groups rebelled against fiscal and administrative changes associated with Bourbon reform efforts, temporarily disrupting royal authority in the city. The uprising showed how attempts to raise revenue and curb contraband could trigger organized local opposition. It became an early warning that reforms could destabilize colonial politics when they hit everyday prices and taxes.
Charles III ordered the expulsion of the Jesuits from Spain’s territories, including Spanish America. The expulsion removed a powerful religious order that ran schools, missions, and major properties, and it allowed the Crown to redirect church wealth and influence. The change also disrupted local communities—especially mission regions—where Jesuits had been central administrators.
Spain created the Viceroyalty of the Río de la Plata to improve administration, strengthen frontier defense, and reduce reliance on distant Lima-based authority. The new viceroyalty shifted regional power toward Buenos Aires and helped reorganize trade and military priorities in the southern part of the empire. It also increased the presence of royal officials closer to local populations.
Charles III issued a major regulation allowing more ports in Spain and Spanish America to trade with each other, loosening the older Cádiz-centered monopoly system. The goal was to expand legal trade, increase customs revenue, and reduce smuggling while keeping commerce inside an imperial framework. The policy boosted some port economies but also intensified competition and shifted regional winners and losers.
An uprising led by Túpac Amaru II started in the Andes and grew into the largest anti-colonial rebellion in the region before the later independence wars. Grievances included intensified taxation and coercive labor and distribution systems that many associated with Bourbon-era changes. Even though Spanish forces eventually suppressed the revolt, it forced authorities to rethink how far reforms could go without provoking mass resistance.
In New Granada, new tobacco and other taxes helped spark a broad uprising that drew in peasants, artisans, and some local elites. The rebels demanded rollback of taxes and reforms in administration, showing that loyalty to the king could coexist with opposition to “bad government.” After initial concessions, authorities reversed them and repressed the movement, deepening mistrust of imperial policy.
The Crown created a new high court (Real Audiencia) in Caracas, separating Venezuela’s top-level judicial and oversight functions from distant Bogotá. This fit the Bourbon goal of reorganizing territory into more manageable units while improving supervision of officials. The change helped centralize imperial authority locally, but it also reinforced regional identities and administrative expectations.
A royal ordinance created intendants—powerful provincial officials meant to improve tax collection, military provisioning, and administrative oversight. The system reduced the autonomy of older local offices by placing key fiscal and administrative decisions under tighter Crown supervision. It strengthened the state’s reach but also increased tensions with local elites who lost influence.
To raise money for the Crown, a policy known as the Consolidación de Vales Reales was extended to Spanish American territories in 1804. In practice, it pressured church-linked credit networks by calling in loans and pushing sales or transfers of assets to fund state debt. This disrupted local credit and land markets and fueled resentment among borrowers and institutions affected by the policy.
In May 1808, Charles IV and Ferdinand VII abdicated under pressure at Bayonne, and Napoleon placed his brother Joseph on the Spanish throne. The event created a major crisis of legitimacy: many in Spanish America questioned who held lawful authority and how sovereignty should be protected. This political shock turned long-running reform tensions into urgent debates about self-government and loyalty.
Spanish resistance leaders formed the Supreme Central Junta to govern in the king’s name during the French occupation and to coordinate the war effort. The Junta also claimed authority over Spain’s overseas territories, seeking their support and resources. These moves pushed Spanish Americans to weigh imperial unity against local control, especially as communications delays and local priorities clashed.
In Buenos Aires, local leaders removed the viceroy and formed a governing junta in May 1810, citing the monarchy’s collapse and questions of legitimate authority. The move did not immediately settle the region’s politics, but it marked a decisive break from Bourbon-era imperial administration in the Río de la Plata. The event became a clear transition point from reform-era governance to open independence-era conflict.
Bourbon Reforms in Spanish America (c.1763-1810)
