Francisco Pizarro founded Lima on the central coast of Peru, creating a planned Spanish city that soon became a major administrative and commercial hub. Its location and port access helped it develop into the key seat of government for Spain’s growing South American holdings.
King Charles I of Spain (Charles V) issued the New Laws to limit the power of encomenderos (Spaniards granted control over Indigenous labor and tribute). The laws aimed to reduce exploitation and reshape colonial rule, but they also triggered strong resistance among powerful settlers in Peru.
Spain created the Viceroyalty of Peru to centralize control over its South American territories. From Lima, the viceroyalty became the main governing structure for much of Spanish South America for more than two centuries, coordinating courts, taxes, labor systems, and defense.
Blasco Núñez Vela arrived to enforce royal authority and the New Laws in Peru. His rule quickly exposed a basic conflict in the colony: the Crown’s reform goals versus conquistador-era elites who depended on Indigenous labor and local power.
Viceroy Francisco Álvarez de Toledo reorganized how the colony governed Andean communities and collected labor and tribute. His policies strengthened Spanish control, reshaped Indigenous life through forced resettlements, and expanded mining output through regulated labor drafts (mita).
Spanish forces captured the last ruler of the Neo-Inca State, Túpac Amaru I, ending organized Inca resistance centered in Vilcabamba. This cleared the way for deeper Spanish political consolidation and for Toledo’s wider reforms to take firmer hold.
Spain reestablished the Viceroyalty of New Granada, shifting major northern jurisdictions away from Lima. This change reduced the Viceroyalty of Peru’s reach and reflected a broader imperial push to manage far-flung territories through smaller, more specialized administrations.
Spain carved out the Viceroyalty of the Río de la Plata from territories previously governed through Peru, including areas tied to the Potosí silver economy. The split weakened Lima’s long-standing dominance and aimed to improve defense and administration in the southern Atlantic region.
In 1780, José Gabriel Condorcanqui—known as Túpac Amaru II—launched a large uprising against Spanish colonial rule and Bourbon-era pressures. The rebellion spread across Peru and Upper Peru (today’s Bolivia), revealing deep grievances over forced labor, taxes, and colonial officials.
As part of Bourbon reforms, Spain reorganized local government using intendants—royal officials meant to improve tax collection, policing, and administration. The change tightened Crown oversight and reduced the independence of older local power networks, but it also increased tensions around taxation and control.
After landing on the Peruvian coast and advancing into the capital, General José de San Martín proclaimed Peru’s independence in Lima. The declaration changed the political center of gravity, but Spanish royalist forces still held strong positions in the interior.
The Battle of Junín was a major cavalry fight in the highlands and an important patriot victory. It helped shift momentum toward the independence forces, setting the stage for the final campaign against the viceroyalty’s main royalist army.
At Ayacucho, patriot forces under Antonio José de Sucre defeated the royalist army led by Viceroy José de la Serna. The capitulation after the battle effectively ended the Viceroyalty of Peru as a governing system, even though some Spanish-held fortresses resisted for longer.
Spanish royalist forces held out at Callao’s Real Felipe fortress even after Ayacucho, creating one of the last major pockets of resistance. The surrender ended the final large Spanish stronghold in Peru and underscored the viceroyalty’s definitive collapse as independence became irreversible.
