In the early 1st century CE, Kujula Kadphises united parts of the Yuezhi confederation in Bactria, forming what became the Kushan dynasty. This created a powerful state in a key crossroads region linking Central Asia and northern India. That political base made long-distance trade and religious travel along Silk Road routes easier to sustain.
As the Kushans expanded their control, they came to rule or influence major routes between Central Asia and the Indo-Gangetic region. Control of these corridors encouraged movement of merchants, monks, and texts. Over time, this helped Buddhism travel with trade networks, not only by individual missions but through regular, repeated contact.
Under Emperor Kanishka, the Kushan state reached a peak of power and used new official signals to unify rule across a large territory. The Rabatak inscription describes Kanishka inaugurating “year one,” commonly understood as the start of the “Kushan era” (often placed at 127/128 CE in modern scholarship). Establishing an era helped standardize dating for administration and inscriptions, supporting more formal institutions, including monasteries.
Later Buddhist and historical traditions associate Kanishka with convening a “Fourth Buddhist Council” in Kashmir, often linked to the Sarvāstivāda school and to compiling or authorizing commentaries. While details and exact dating are debated, many accounts agree that the tradition reflects strong state-level support for Buddhist learning. The story signals a shift toward Buddhism as an institution supported by imperial resources, not only local donations.
The Rabatak inscription also lists Kushan rulers leading up to Kanishka (including Kujula Kadphises, Vima Taktu, and Vima Kadphises). This matters because it anchors the sequence of rulers used to date Kushan cultural and religious developments. Reliable political chronology is important when tracking how Buddhist patronage became more organized over several reigns rather than appearing all at once.
Near the end of Kanishka’s reign, some Kushan coins depicted the Buddha—an unusual choice because coin designs were typically reserved for royal and divine imagery tied to state authority. Encyclopaedia Iranica notes that this Buddha coinage was issued for a narrow period, suggesting a specific political or religious purpose. Putting the Buddha on currency helped broadcast Buddhist symbols across a wide empire through everyday transactions.
A monumental stupa associated with Kanishka was established in the Peshawar area during the 2nd century CE. Large stupas served as reliquary monuments (structures that enshrine relics) and as major pilgrimage destinations, supporting monasteries and local economies. Projects on this scale reflect imperial patronage and the ability of the Kushan state to fund and protect major Buddhist institutions.
After Kanishka, Emperor Huvishka ruled for decades, keeping the Kushan state stable across a large region. Stability mattered because monasteries, pilgrimage routes, and craft centers depend on predictable security and revenue. Even when rulers supported multiple religious traditions, continued imperial order helped Buddhist institutions remain connected across long distances.
Between the late 1st and 3rd centuries CE, Kushan patronage supported major artistic traditions, especially the Gandhara and Mathura schools. These workshops produced durable, repeatable visual forms for the Buddha and bodhisattvas, which made Buddhist worship and teaching easier to spread. Standardized images and narratives helped Buddhism travel across language barriers along Silk Road networks.
During Vasudeva I’s reign, dated Buddhist sculptures and inscriptions indicate that Buddhist artistic and religious activity continued within Kushan domains. For example, a Mathura Buddha statue base inscription refers to “year 93” of Vasudeva, often correlated to about 220 CE when the Kanishka era is placed at 127 CE. Such dated objects help show that monasteries and workshops remained active into the early 3rd century.
After the death of Vasudeva I (often placed in the early-to-mid 3rd century), Kushan control weakened and the empire divided into western and eastern areas. Political fragmentation reduced the ability of a single court to provide consistent, large-scale support for Buddhist institutions across the whole region. Monastic networks continued, but they now had to adapt to new patrons and changing borders.
By around the mid-3rd century CE, the Sasanians pushed into former Kushan territories, and western areas were governed by Persian-linked rulers often called Kushano-Sasanians. This shift changed political priorities and redirected parts of Silk Road administration. The outcome marked the end of Kushan-led institutionalization of Buddhism, even as Buddhism itself continued through monasteries, artists, and later patrons across Central and South Asia.
