Internet.org began consumer deployments with an app and mobile website in Zambia, offered through a carrier partnership. It provided free access to a limited set of “basic services,” making the program an early example of large-scale zero-rating (certain online services not counting against data charges).
Internet.org convened its first summit in New Delhi, bringing together officials, industry leaders, and others to discuss expanding access and local-language content. The summit signaled a stronger policy focus, not just technical deployment, and placed India at the center of the initiative’s next phase.
Facebook announced the Internet.org app’s rollout in Tanzania through another mobile-operator partnership. The service again bundled a curated set of sites (news, health, jobs, education, and communication tools), reinforcing the “limited free services” model that would later drive regulatory debate.
Internet.org expanded beyond Africa with a launch in Colombia, described as the first deployment in Latin America. It also highlighted inclusion of some government services, showing how deployments could be tailored country-by-country while still remaining a limited set of free offerings.

India’s telecom regulator (TRAI) issued a consultation paper on differential pricing for data services, a policy question directly tied to zero-rated offers like Free Basics. The consultation formalized the debate into a regulatory process and created a clear path toward enforceable rules.
Under pressure from TRAI during the ongoing consultation, Reliance Communications put the commercial launch of Free Basics on hold. This pause showed that the dispute was no longer only public opinion—it was now influencing what telecom operators could market and scale in India.
TRAI adopted the Prohibition of Discriminatory Tariffs for Data Services Regulations, 2016, barring content-based discriminatory pricing for data. Because Free Basics depended on making some services cheaper (or free) compared with the rest of the web, the regulation effectively ended the program’s India rollout and became a widely cited turning point in global net neutrality debates.
