Researchers published and presented “Tor: The Second-Generation Onion Router” at the 13th USENIX Security Symposium. The paper described how Tor uses layered encryption and multi-hop routing to reduce the chance that any single observer can link a user to what they access online.
The Electronic Frontier Foundation (EFF) announced it would sponsor Tor, framing the project as a practical tool against traffic analysis (surveillance based on who connects to whom and when). This support helped move Tor from a research effort toward broader public use by journalists, activists, and others at risk.
The Tor Project, Inc. was founded as a 501(c)(3) nonprofit organization to sustain Tor’s development and operations. A dedicated nonprofit made it easier to coordinate funding, research, and community work focused on privacy and anti-censorship goals.

Orbot (developed by the Guardian Project) brought Tor routing to Android devices, allowing mobile apps to send traffic through the Tor network. This expanded anti-censorship and privacy capabilities beyond desktop computers as smartphones became a primary way people accessed the internet.
As protests and political upheaval began in late 2010, Tor became an important tool for some users to access blocked websites and reduce identification risk online. This period highlighted how circumvention tools could become part of transnational support networks for information access.
Flash proxies began as a 2011 Stanford class project exploring how everyday web browsers could temporarily act as short-lived proxy relays. The idea was to make blocking harder by constantly changing proxy IP addresses faster than censors could discover and block them.
Flash proxy technology was deployed in Tor Browser between 2013 and 2016, giving censored users another way to reach the Tor network. This represented a shift toward “pluggable transports,” add-on connection methods designed to evade network filtering and protocol detection.
Lantern, a peer-to-peer censorship circumvention tool, drew international attention in 2013 as China intensified blocking of known tools. Its growth reflected a broader ecosystem approach: using multiple, diverse tools (not only Tor) to reduce single points of failure.
A 2016 research study measured how quickly censors in places like China and Iran blocked newly introduced obfuscated Tor bridges. It found delays of days to weeks and showed that blocking often followed public software releases, offering practical insights for designing and distributing circumvention tools.
