After the Restoration, Parliament renewed and strengthened the Navigation system. This tightened England’s control over the most valuable colonial goods and the shipping profits tied to them.
Parliament passed the act often called the Staple Act, requiring most European goods shipped to English America to go through England first. That meant goods were unloaded, inspected, and taxed in England before being re-exported to the colonies. Parliament restricted wool and woolen goods in ways that limited colonial producers from exporting to broader markets. The Hat Act restricted the export of hats from the American colonies and limited aspects of hatmaking there, aiming to protect British hatmakers and merchants. It is an example of mercantile legislation reaching beyond shipping rules into colonial manufacturing and labor practices. Over time, measures like this fed colonial complaints that Parliament was shaping colonial economies for Britain’s benefit.
Parliament imposed a high duty on molasses, sugar, and rum imported into North American colonies from non-British Caribbean sources. The goal was to protect British West Indies producers and steer colonial purchasing toward British suppliers. In practice, the act was widely evaded through smuggling, revealing the gap between imperial policy and colonial trade realities.
Parliament allowed colonial pig iron and bar iron to enter Britain duty-free, while restricting certain types of iron manufacturing in the colonies.
