In 1872, the Russian Empire adopted laws that created a formal legal basis for oilfield exploitation near Baku, including auction sales of oil plots to private buyers. This shift helped move production away from older lease and tenant arrangements and toward a competitive, capital-backed industry. It set the stage for rapid drilling, refining, and investment on the Absheron Peninsula.
In the early 1870s, several high-flow wells (“fountains,” now often called blowouts) drew attention to the scale of Baku’s reserves and the profits possible from rapid drilling. These dramatic events also highlighted safety and waste problems because uncontrolled wells spilled large volumes of oil. The rush increased the number of firms and pushed the region toward industrial-scale extraction.
In 1878, Ludvig Nobel’s tanker Zoroaster began operating on the Baku–Astrakhan route, carrying kerosene in bulk tanks instead of barrels. Bulk shipping reduced leakage and handling costs and made large-volume trade more practical. This innovation helped link Baku production to wider Russian and export markets.
In 1879, the Nobel Brothers’ oil business was organized into a major joint-stock company known as Branobel. The company combined drilling, refining, storage, transport, and sales—an approach sometimes called “vertical integration.” This structure helped stabilize supply and pricing, and it raised the competitive pressure on smaller producers.
On January 20, 1880, the first railway line in Azerbaijan opened between Baku and nearby oil districts. The line was initially used to move oil in tank wagons, speeding shipments and reducing reliance on carts and small-scale transport. Better transport allowed production to scale up and tied oilfields more tightly to the city’s refineries and port facilities.
In 1883, the Transcaucasian Railway link connecting Baku through Tbilisi toward Black Sea ports became a backbone for moving petroleum westward. Rail access made it easier to export kerosene and other products to international markets. This connection also attracted outside finance, because transport capacity is essential for large oil investments.
In May 1883, the Rothschilds officially registered the Caspian-Black Sea Oil Industry and Trade Company (often associated with “Bnito”) and focused heavily on exports. Their entry strengthened competition with the Nobel interests and increased the role of international banking in Baku’s oil economy. It also expanded the use of rail and specialized tank wagons for moving oil products to the Black Sea.
In 1890, the Suram Tunnel was completed, improving the difficult rail crossing of the Surami Pass in Georgia. By reducing a key transport bottleneck, the tunnel helped increase throughput on routes linking the Caspian region to Black Sea ports. Stronger transport capacity supported continued growth in Baku’s oil exports and the wider boom economy around refining and shipping.
By the end of the 1890s, Baku’s oil region was producing more oil than the United States in some years, showing how central the Russian Empire had become to global petroleum supply. Large-scale drilling, improved transport, and rising foreign investment all contributed. The boom also increased urban growth and labor demand in and around Baku.
In August 1898, filmmaker Alexandre Michon shot short films in the Baku area showing an oil gusher and an oil-related fire at Bibiheybat. These films are among the earliest motion-picture records made in the region and captured the hazards and intensity of industrial extraction. They also reflect how oil had become a defining public image of Baku’s economy.
By 1901, Baku produced about 11 million tons of oil and roughly half of the world’s supply, concentrated in a small area with dense drilling. This peak output marked the high point of the boom’s global influence. It also increased pressures around infrastructure, safety, and labor conditions as production and refining intensified.
In December 1904, a major strike began in Baku’s oil districts, including at enterprises linked to leading firms such as the Nobels and Rothschilds. The strike ended with a collective agreement (often called the “December agreement”), remembered as an early labor contract in the Russian labor movement. It signaled that the boom’s workforce had become organized enough to challenge employers, foreshadowing wider unrest in the empire.
