By the 1760s, Burma’s Konbaung dynasty was expanding into the Shan frontier zones that also touched Qing-administered Yunnan. This expansion increased disputes over trade, taxation, and local allegiances in the borderlands. The Qing court under the Qianlong Emperor increasingly treated the frontier frictions as a challenge to imperial authority.
In December 1765, Qing officials in Yunnan launched a first invasion into the Shan states, targeting Kengtung. Qing forces relied mainly on provincial Green Standard troops and local militias, expecting a limited border action. Burmese defenders lifted the siege and pursued the invaders back toward Qing territory, turning the opening campaign into a failure for Qing commanders.
After the first invasion ended badly, the Qing court investigated what went wrong. Governor-general Liu Zao was recalled and demoted as responsibility for the failed operation became a matter of imperial prestige. His removal signaled that the conflict was escalating from a local dispute into a war shaped by court politics and reputation.
In 1766, the Qing launched a larger second invasion and succeeded in taking Kengtung, installing a rival local ruler aligned with Qing interests. Qing strategy aimed to open routes deeper into Burmese-controlled areas and weaken Burmese influence among Shan polities. Burma responded by strengthening frontier defenses, including fortifying positions near Bhamo and the Irrawaddy corridor.
From 1766 to 1767, Burma maintained major forces in the campaign against Ayutthaya (Siam), culminating in Ayutthaya’s fall in April 1767. With many Burmese troops tied down in Siam, Qing leaders believed Burma was vulnerable in the north. The Burmese court later recalled troops from Siam as the Qing threat intensified.
After two frustrating campaigns, the Qianlong Emperor shifted to an escalated plan using elite Eight Banners forces. In November 1767, he ordered a third invasion led by Mingrui, a senior Manchu commander. The goal moved beyond border pressure toward a decisive strike into Burma’s core political center.
Early in the third invasion, Qing units attacked and occupied Bhamo, a key gateway between Yunnan and Upper Burma. Mingrui used captured Shan territories as supply bases, pushing the main army toward the Burmese capital region. The advance increased pressure on Burma to concentrate forces in the northern corridor rather than in newly conquered Siam.
In late December 1767 or early January 1768, Qing forces won the Battle of Goteik Gorge against a Burmese field army. The victory cleared the route deeper into Upper Burma and briefly made a breakthrough seem possible. However, the win also stretched Qing supply lines farther from Yunnan, making the campaign increasingly dependent on secure logistics.
While Mingrui advanced, Burmese forces held the fortified position at Kaungton near the Bhamo route. The Kaungton defense—associated with General Balamindin—repeatedly frustrated Qing attempts to coordinate columns and protect the rear. This helped prevent Qing forces from fully linking up and supporting the deep advance toward Ava.
As Burmese reinforcements returned from Siam, Burmese commanders retook key Shan areas and disrupted the Qing supply network back to Hsenwi. Burmese guerrilla-style attacks targeted communications and transport, increasing Qing losses from isolation, disease, and heat. The campaign shifted from fast advance to survival under pressure, undermining Qing momentum.
In March 1768, Burmese forces defeated Mingrui’s army near Maymyo (Pyin Oo Lwin), ending the third invasion. The battle and subsequent retreat inflicted severe Qing casualties and shattered the plan for a decisive conquest. Mingrui died during the collapse of the campaign, intensifying political fallout at the Qing court.
The Qing court treated the defeat as a crisis of imperial authority and command performance. On April 14, 1768, the court announced Mingrui’s death and appointed the senior official Fuheng to lead the next phase. This decision tied the Burma campaign more directly to the emperor’s inner circle, raising the stakes for a renewed invasion.
In 1769, the Qing launched a fourth invasion that again aimed to force a decisive outcome. Burmese defenses, especially around Kaungton, remained a major barrier and prevented the Qing from sustaining coordinated advances. High losses and the difficulty of operating in the frontier environment pushed both sides toward negotiations rather than continued escalation.
On December 22, 1769, the Treaty of Kaungton marked the end of the fighting. The agreement ended Qing attempts to annex Burma and confirmed that Burma had resisted four invasion attempts. The war became a key example of the limits of Qing power in Southeast Asia and helped shape the later frontier relationship between Yunnan and Burma.
