Russia and the Qing dynasty signed the Treaty of Nerchinsk to end fighting on the Amur frontier and establish the first formal border agreement between the two empires. It created a baseline for later negotiations by defining control in the Amur region and opening a framework for managing cross-border contact.
To settle unresolved border and trade disputes, Peter the Great selected Sava Vladislavich as plenipotentiary (a fully authorized negotiator) for talks with the Qing. The mission included specialists such as mapmakers, showing that accurate surveys and written terms were central to reaching an agreement.
The Russian mission arrived in Beijing and entered negotiations with Qing officials, including Tulishen. These talks aimed to stabilize the frontier and regularize commerce, but progress depended on agreeing to maps and clear procedures for handling disputes.
Russia and the Qing concluded the Treaty of Kyakhta, extending the earlier border settlement westward and setting rules for official relations. It also created a legal basis for regulated trade through designated frontier points, helping turn a contested borderland into a managed boundary.
Negotiators drafted what is commonly called the Treaty of Bura (Burya/Bura), a key step toward final agreement at Kyakhta. Work began to set border markers, reflecting a shift from broad claims to a practical, on-the-ground border line.
Following the agreement, both sides moved to implement it by placing markers and defining the line in the field. This mattered because it reduced ambiguity: officials could now reference specific points instead of arguing over broad regions.
To support the treaty’s trade system, Russia built the post of Kyakhta while the Qing built Maimaicheng just across the border. The paired settlements became the main hub for legal Russo–Qing border commerce, concentrating supervision, customs practices, and diplomacy in one place.
The treaty-era “caravan trade” took shape as organized, state-managed caravans carried Russian goods to Qing markets and returned with Chinese products, especially tea. This system linked frontier regulation to long-distance commerce, making border stability economically valuable to both sides.
After Kyakhta, Qing envoys traveled to Moscow and St. Petersburg, reflecting a period of more structured interstate contact. These visits showed that the treaty was not only about local trade but also about wider security and diplomacy in Inner Asia.
Over the following decades, Kyakhta became the key channel for legal trade between Russia and the Qing, with tea emerging as a major import into Russia. The treaty’s border system helped trade grow by reducing the risk that local disputes would shut down commerce entirely.
By 1760, the sequence of state caravans described for the treaty period had reached its end, reflecting changing administrative choices and pressures on the trade system. The Kyakhta route remained important, but the earlier model of periodic state caravans was no longer the main way commerce was organized.
From 1727 through 1760, Kyakhta helped turn a contested frontier into a border governed by written rules, surveyed markers, and designated trade points. The agreement became a durable foundation for Russo–Qing relations for more than a century, shaping how diplomacy and commerce operated across Inner Asia.
