President Woodrow Wilson asked the National Academy of Sciences to appoint a committee to study canal slides, reflecting how landslides had become a national-level operational concern. The U.S. submarine USS O-5 collided with the United Fruit Company steamer Abangarez near the canal and sank in about 42 feet of water, killing three crew members. The event illustrated how traffic control, pilotage, and communication failures could quickly become life-threatening in congested approaches and channels.
To reduce navigation risk in the canal’s narrowest, most difficult stretch, a widening program began in the mid-1930s to expand Gaillard Cut from about 300 feet to about 500 feet. Increasing channel width was a safety measure as well as a capacity upgrade, helping lower the chance of close-quarters incidents and groundings.
The Panama Canal Commission implemented a dedicated Landslide Control Program to detect slide activity early and reduce the chance that slope movement would block the channel. This marked a shift from reactive cleanup toward continuous surveillance, specialized expertise, and planned mitigation.
Decades of work widened Gaillard Cut from its original width to roughly 492 feet (150 meters). The larger cross-section supported safer two-way movements and reduced delays that can increase operational risk, especially for larger ships.
A landslide at the Cucaracha area of Culebra Cut blocked the channel and temporarily stopped transits; navigation was restored within about 12 hours. The incident reinforced why constant slope monitoring and rapid-response dredging plans are essential to canal safety and reliability.
After Panama’s transition toward full control, the Panama Canal Authority (ACP) launched a major widening program for Gaillard Cut aimed at safer, faster transits for larger “Panamax” ships. The work expanded straight and curved sections and reduced average transit time, showing how infrastructure upgrades were tied directly to operational safety and risk reduction.
Under the Torrijos–Carter Treaties, the canal was formally handed over from U.S. administration to Panama, and the ACP took over operations. This change also meant canal safety policy, modernization priorities, and incident response would be set and managed under Panamanian governance.
The ACP introduced an Automated Data Collection System (ADCS), moving from paper reporting toward electronic data exchange and requiring vessels to submit information in advance. The change supported security screening and risk assessments for transits, aiming to reduce errors and improve safe scheduling and operations.
A third set of locks opened, allowing much larger “Neopanamax” ships to transit. The new lockages rely heavily on tugboats to guide vessels inside the chambers, reflecting updated safety procedures for handling larger ships in confined lock spaces.
Extreme drought conditions reduced available freshwater for lockages and led to operational changes, including adjusting daily transits and booking/reservation rules. Water availability became a central safety-and-reliability constraint, affecting traffic management, ship draft limits, and scheduling risk across the system.
