The Colombian government granted the Wyse Concession, giving French backers the right to build an interoceanic canal across Panama (then part of Colombia). This legal permission became the foundation for later fundraising and construction plans.
An international congress in Paris voted to support a canal route through Panama rather than Nicaragua. Ferdinand de Lesseps promoted a sea-level canal plan, which later proved far harder to build in Panama’s mountainous, flood-prone terrain.
Construction officially began as the company started organizing work along the planned route. The project relied on large-scale earthmoving in difficult conditions, including heavy rain, unstable hillsides, and tropical disease.
The Compagnie Universelle du Canal Interocéanique de Panama was incorporated to build the canal and raise money from investors. The company’s creation turned the canal idea into a major financial project tied to public share and bond sales in France.
The Culebra Cut (the deep trench through the Continental Divide) became the project’s central challenge. Early efforts showed how hard it would be to keep excavations open as rain and saturated soil triggered frequent landslides back into the cut.
By the late 1880s, tens of thousands of workers—many recruited from the Caribbean—were employed to keep digging and moving spoil. However, malaria and yellow fever caused heavy sickness and death, making it difficult to maintain skilled staff and stable work teams.
Facing a severe cash shortage, the company sought permission to issue a lottery loan (bonds linked to a lottery-style payout) to attract new investors. French legislators approved the measure in 1888, but later investigations found that bribery helped secure the votes.
The company’s finances deteriorated to the point that it could no longer meet obligations to investors. This failure signaled that fundraising could not keep up with the true costs of the work and the continuing engineering setbacks.
A Paris civil court declared the company bankrupt and placed it in liquidation, ending the main French attempt to build the canal. Large numbers of small investors lost money, and the unfinished works and equipment became assets to be managed by liquidators.
In 1892, newspapers alleged that politicians and journalists had been bribed to support the company’s 1888 financing plan and to limit criticism. The scandal damaged public trust in the French Third Republic and turned the canal failure into a national political crisis.
Financier Baron Jacques de Reinach, linked to bribery payments, died in Paris as investigations intensified. Days later, political pressure contributed to the resignation of Émile Loubet’s government, showing how deeply the canal’s collapse had shaken French politics.
In early 1893, French courts convicted Ferdinand de Lesseps, his son Charles, and others, with Gustave Eiffel also found guilty at first (later cleared on appeal). The trials made the canal effort a symbol of failed oversight—linking risky engineering choices to financial misrepresentation and corruption.
A second French company, the Compagnie Nouvelle du Canal de Panama, was formed to take over the remaining assets and rights. Its goal was to preserve value, keep the concession alive, and continue limited work while looking for a long-term solution.
By 1894, the original French Panama Canal project had clearly failed: the first company was dissolved, its leaders prosecuted, and its assets transferred to a successor company. This collapse left a partially dug route and valuable surveys and equipment—setting the stage for the later transfer of the project to new backers.
