By early 1904, Panama had achieved independence and the United States had secured treaty-based control of the Canal Zone, creating the conditions for U.S.-led canal construction to begin. The same arrangements that enabled construction also created a lasting dispute in Panama over whether the treaty terms unfairly limited national sovereignty.
