In the aftermath of the 1964 violence, Panama severed diplomatic relations with the United States to press for treaty renegotiation. This move raised the political cost of maintaining the existing Canal Zone arrangement and made formal talks about a replacement treaty more likely.
President Lyndon B. Johnson publicly stated that the United States would proceed with planning for a possible new canal and would negotiate a new treaty to replace the 1903 arrangement. The statement acknowledged that the existing treaty framework was politically unsustainable and opened a new phase of formal negotiations.
The United States and Panama signed two linked agreements: the Panama Canal Treaty and the Neutrality Treaty. Panama passed the organic law that established the Panama Canal Authority (ACP) as the agency meant to manage the canal after the handover. This step focused on building governance capacity—rules, leadership structure, and operational responsibility—before U.S. management ended.
At noon (Panama time), the Panama Canal was formally transferred from U.S. administration to Panama under the Torrijos–Carter timetable. The Panama Canal Authority assumed full responsibility for canal operations, marking the end of the Canal Zone era and the completion of the long sovereignty transfer process.
