Slipform paving (placing concrete continuously with moving forms) matured in the late 1940s and early 1950s and fit the fast construction schedules of the Interstate era. Higher production rates made it more practical to build long, joint-free pavement types like CRCP on major highways.
The Federal-Aid Highway Act of 1956 authorized the National System of Interstate and Defense Highways. The rapid growth of high-volume, heavy-truck corridors created new pressure for pavement designs that could last longer with fewer disruptions.
Construction of the AASHO Road Test near Ottawa, Illinois (future I-80 corridor) started in 1956, with testing running from 1958 to 1960. Results from this controlled truck-loading experiment shaped how U.S. engineers predicted pavement performance under traffic.
By the late 1950s, highway agencies were publishing progress reports on experimental continuously reinforced concrete pavements (CRCP). These studies tracked cracking, steel placement, and early field performance, building a knowledge base for wider adoption on major routes.
The AASHO Road Test ended on November 30, 1960, after two years of monitored loading. Its data became a foundation for later AASHTO pavement design guides, helping states size pavements for expected truck traffic and desired service life.
A CRCP section built in 1964 on IH-610 Loop frontage roads in Houston included multiple experimental design features (such as different steel percentages and planned crack spacing). Its continued service performance became a frequently cited case study for how CRCP could function under heavy urban traffic.
As interstate construction expanded in the 1960s, CRCP gained popularity because it removes most transverse joints (which can fault or spall) and uses continuous steel to hold tight cracks. Several states built long stretches, aiming for smoother rides and reduced joint maintenance compared with jointed concrete pavements.
By the 1970s, countries such as Belgium adapted U.S. CRCP design and construction approaches and used them widely on motorways. This reflected how the 1950–1990 period of U.S. interstate building and field learning created a transferable, mature CRCP “toolbox” for major highways.
Texas began collecting historical distress data on hundreds of CRCP sections starting in 1974. The growing dataset supported better comparisons across design details (steel percentage, base type, drainage) and connected field outcomes to updates in design practice.
By the mid-1970s, states were evaluating multiple built CRCP projects to understand cracking patterns, deflection, deterioration, and construction quality effects. These reports helped move CRCP from “experimental” to a more standardized highway option by identifying what worked and what failed.
FHWA later summarized lessons from the 1970s and early 1980s, noting many CRCP designs used thinner slabs than jointed concrete pavements and that some of these thinner pavements developed distress earlier than expected. The agency emphasized that both sound structural design and careful construction inspection were critical for CRCP success.
A multi-state FHWA research effort examined in-service CRCP sites and past research to assess how design and construction features affected performance. This work helped standardize expectations for crack spacing, reinforcement details, base support, and maintenance approaches across participating states.
