A ceremonial start marked the government’s commitment to a new national motorway and trunk road building push. The planned route, later numbered the M1, was intended to speed long-distance travel and reduce heavy through-traffic on older A-roads and town centres. This inauguration set expectations for rapid delivery of modern, controlled-access roads.
The Highways Act 1959 reorganized and consolidated highway law in England and Wales, replacing earlier layers of legislation. This helped clarify the legal framework for building, improving, and managing major routes at the same time motorway construction was accelerating. It supported a more standardized approach to national road planning and delivery.
The first major stretch of the M1 opened between Watford (J5) and Crick (J18), creating Britain’s first long-distance motorway link between major regions. It demonstrated how grade-separated junctions and restricted access could support safer, faster travel than ordinary trunk roads. The opening also created immediate pressure to extend the route north and connect it more fully to cities.
Government planning moved from the first M1 section to the larger task of extending the motorway toward the industrial North. Publishing a draft scheme signaled the route and junction concepts were becoming concrete enough for formal public processes. This step was important because it turned a broad motorway vision into a defined project pipeline.
Fixing the route confirmed where the motorway would run and enabled detailed design, land acquisition, and construction planning. It also reflected a national policy preference for bypassing congested towns while still connecting to key industrial areas. With the corridor chosen, the M1 became a central spine in the trunk road network strategy.
Work started on the major middle section of the M1, extending the motorway concept beyond its initial demonstration stretch. Building this length involved large earthworks, bridges, and junctions through multiple counties. It was a practical test of whether Britain could scale motorway construction as a national program rather than a one-off project.
The Buchanan Report warned that rising car ownership could overwhelm cities and damage urban life if roads expanded without restraint. It argued for a balance between movement and livability, influencing how planners thought about urban motorway building versus traffic management and public transport. This debate shaped how the national trunk road and motorway program connected (or did not connect) into city centers.
A new segment opened between Crick (J18) and the Lutterworth area (J20), continuing the step-by-step expansion north. Each extension improved long-distance reliability by reducing dependence on older trunk roads passing through towns. The opening also signaled that the M1 was becoming a permanent national corridor rather than a short showcase route.
Opening the Thurcroft Interchange (M1 J32 area) marked a major milestone in pushing the motorway into South Yorkshire’s industrial belt. Large interchanges helped distribute traffic while keeping the motorway itself free-flowing. The growing network began to reshape travel patterns for commuting, freight, and regional connections.
By the end of 1967, the long planned section from Crick toward Doncaster had been constructed, turning the M1 into a much more substantial national motorway. This completion reflected the peak-era approach of delivering long continuous motorway lengths as part of a trunk road modernization drive. It reinforced the M1’s role as the main north–south route linking the Midlands and the North.
The first part of the M621 (then an early stage of Leeds’s urban motorway plans) opened from the M62 toward Leeds. It was designed to connect the city more directly to the expanding motorway and trunk road system, supporting regional travel and freight. At the same time, it reflected the era’s contested idea that urban motorways could solve city congestion.
In 1972, an M1 extension reached into central Leeds as the Leeds South Eastern Motorway, meeting the Leeds South Western Motorway (later M621) at junction 3. This brought motorway-standard access closer to the city, showing how national highway programs sometimes extended into urban areas. It also highlighted the tension between improving access and the impacts of major road building within cities.
In 1973, London’s wider urban motorway concept (Ringways) was largely cancelled, signaling a major policy shift away from extensive inner-city motorway building. This mattered for the M1 because earlier ideas had imagined driving it deeper into London via new urban motorways. The cancellation helped define a more limited urban reach for national routes, with greater emphasis on orbital solutions and incremental upgrades.
The opening of the M621 from junction 1 to junction 3 completed a key urban approach into Leeds, linking the M62 corridor to the city’s inner road system. It improved regional access but also reflected the engineering complexity and local disruption that came with urban motorway construction. By the mid-1970s, this kind of project increasingly faced tougher scrutiny and changing political priorities.
By 1975, Britain’s motorway and trunk road expansion continued, but the policy climate had shifted compared with the early 1960s. Urban motorway ambitions were being scaled back, while attention increasingly turned to managing traffic impacts and improving existing routes. The M1’s early build-out and Leeds connections illustrate how the 1958–1975 period created the core network, then ran into practical and political limits.
