During World War I, factories in Northern and Midwestern cities recruited workers while European immigration slowed. Large numbers of African Americans left the Jim Crow South for jobs and greater personal safety, sharply increasing Black urban populations. These rapid changes intensified competition over housing and work, especially in crowded neighborhoods.
The U.S. Supreme Court ruled that city laws requiring Black and white people to live on separate blocks violated the Constitution. The decision did not end segregation, but it pushed many cities and private actors toward other methods—like intimidation and private housing contracts—to keep neighborhoods racially separate. This set the stage for housing conflict in Northern cities receiving Great Migration newcomers.
The NAACP published Thirty Years of Lynching in the United States, 1889–1918, compiling national data to show how widespread mob killings were and how often local justice systems failed. The report helped frame lynching and mob violence as a national policy problem, not only a local crime issue. It became a key organizing tool during and after the violence of 1919.
In early May 1919, the NAACP and allies met at Carnegie Hall to press Congress to pass federal anti-lynching legislation (the Dyer bill). The conference linked racial violence to the federal government’s responsibility to protect citizens when states did not. It also showed that anti-Black violence was becoming a national political issue as migration and wartime change reshaped cities.
In Longview, white mobs attacked Black neighborhoods after racial tensions rose around local organizing and reporting on a lynching. Violence and arson followed, and state forces imposed order. Events like Longview signaled how quickly disputes over power, labor, and information could turn into attacks on Black communities during 1919.
From July 19–24, 1919, white mobs—many including servicemen—attacked Black residents in the nation’s capital after sensationalized reports and rumors. Black Washingtonians organized self-defense, and the violence spread across multiple days. The riot highlighted that even in a major federal city, policing and public order often failed to protect Black residents.
In Chicago, the drowning of Black teenager Eugene Williams after he drifted into a whites-only beach area helped trigger days of violence (July 27–August 3, 1919). Crowded housing, job competition, and aggressive policing patterns fed the unrest. The scale of deaths, injuries, and homelessness made Chicago a central example of how migration pressures and segregation could explode into mass violence.
After the 1919 Chicago riot, Illinois created the Chicago Commission on Race Relations to investigate what happened and how to prevent a repeat. The commission gathered testimony and data on housing segregation, employment discrimination, policing, and political conflict. Its work helped document how migration into segregated housing markets could turn everyday pressure into large-scale violence.
On September 28–29, 1919, a white mob stormed the Douglas County Courthouse during unrest and lynched Will Brown. The violence included attacks on officials and major property destruction. Omaha showed how quickly rumors and racist narratives could lead to mass action, reinforcing insecurity for Black residents in receiving cities.
Beginning September 30, 1919, violence in Phillips County, Arkansas escalated after Black sharecroppers met to organize for fairer cotton settlements and protection against exploitative debt practices (often called peonage). White mobs and armed forces attacked Black residents, and death estimates range widely, with many accounts placing the number in the hundreds. The massacre illustrates that racial violence also functioned as a tool to suppress economic organizing, not only to enforce social segregation.
Civil rights leader James Weldon Johnson of the NAACP popularized the phrase “Red Summer” to describe the wave of racial violence across the United States in summer and early fall 1919. The name helped connect many separate outbreaks into a single national crisis, emphasizing that the violence was not accidental or isolated. This framing supported broader organizing for federal action and influenced how later generations remembered 1919.
In 1921, Chicago’s Real Estate Board pushed neighborhood “restrictive covenants,” private contracts designed to block Black families from buying or renting in many white areas. The board voted to expel members who sold to Black families in white blocks, strengthening an organized, professional barrier to mobility. This mattered for migration: violence and intimidation were reinforced by a housing system that narrowed where newcomers could live, increasing crowding and tension in already-segregated districts.
In 1922 the Chicago Commission on Race Relations published The Negro in Chicago: A Study of Race Relations and a Race Riot. The report tied riot risk to concrete conditions—especially overcrowded segregated housing and unequal treatment by institutions—rather than blaming violence on vague “race relations.” It became a major early example of a public investigation linking the Great Migration to structural conflict in Northern cities.
In Moore v. Dempsey (1923), the U.S. Supreme Court held that trials dominated by mob pressure could violate due process under the Fourteenth Amendment. The decision grew out of convictions after the Elaine violence, where defendants argued they faced coerced testimony and intimidation. It was an important legal turning point: federal courts could more actively review whether state criminal trials were fundamentally unfair.
By 1925, many Black migrants had chosen Northern and Midwestern cities despite the risks exposed in 1919, while urban institutions increasingly enforced segregation through housing practices, employment barriers, and uneven policing. Federal anti-lynching legislation still faced strong resistance, and local reforms rarely matched the scale of the problem. The combined result was a lasting pattern: migration continued, but it often led into tightly restricted neighborhoods where conflict and inequality were built into the urban landscape.
