In January 1971, Idi Amin took power in Uganda through a military coup. His government soon pursued policies framed as “Africanisation,” reshaping who could own businesses and hold influence. This political shift set the stage for later targeting of Uganda’s Asian minority.
The UK government created the Uganda Resettlement Board (URB) to organize reception and short-term housing for arriving refugees. The URB coordinated temporary “resettlement centres” and helped families move into longer-term housing and jobs. This converted a sudden forced migration into an organized national resettlement effort.
On 1972-08-04, Amin publicly ordered Uganda’s Asian population to leave within 90 days. The announcement created immediate fear and uncertainty, because many families had lived in Uganda for generations. It also triggered urgent international planning for evacuation and resettlement.
Two days after the announcement, the policy was amended so the expulsion targeted Asians without Ugandan citizenship, still affecting tens of thousands. Within the first weeks of August, the scope of the policy shifted again, widening who was pressured to leave and deepening uncertainty about legal status. These changes accelerated departures as people tried to avoid being trapped by shifting rules.
Alongside the removal order, Ugandan authorities moved to take over Asian-owned businesses and property, limiting what people could sell or take with them. Many families left with only what they could carry, losing homes, savings, and livelihoods. The economic shock in Uganda and the personal losses for expellees shaped the long-term consequences of the expulsion.
On 1972-09-18, the first UK-organized evacuation flight from Entebbe arrived at Stansted Airport. This marked the start of a sustained airlift that brought tens of thousands to Britain over the following weeks. Reception teams then transferred many arrivals to temporary resettlement centres for food, shelter, and basic support.
In October 1972, Canada began an organized effort to receive Ugandan Asian refugees, including converting facilities near Montréal into a reception centre. Arrivals were given food, medical checks, and rapid onward placement into communities. Canada’s response became an important part of the wider international resettlement network.
On 1972-10-18, the UK government reported that nearly 15,000 refugees had been admitted, with thousands housed in resettlement centres while longer-term housing and jobs were arranged. Parliamentary reporting showed the shift from emergency reception to the harder work of permanent resettlement. It also documented the state’s central role in coordinating local authorities and voluntary groups.
By October 1972, thousands of Asians in Uganda had “undetermined nationality,” meaning they lacked clear citizenship protection and had trouble obtaining travel documents. The United Nations system coordinated an emergency evacuation plan, including travel documents and transit arrangements. This work aimed to prevent people from being stranded in Uganda as the deadline approached.
The 90-day deadline fell on 1972-11-08. By then, large numbers had departed Uganda, including many admitted to the United Kingdom, while others were moved through transit centres toward resettlement in additional countries. The deadline marked the completion of the main phase of the forced population exchange from Uganda.
By 1973-03-31, UNHCR reported that many people evacuated to European transit centres had moved on to permanent resettlement countries, while others remained in process. This illustrates how forced migration did not end at the airport: legal status, quotas, and family reunification often delayed final settlement. The continuing effort connected Uganda’s expulsion to a broader international refugee system.
On 1974-01-31, the Uganda Resettlement Board was dissolved after handling the reception and initial resettlement of tens of thousands of people. Its closure marked a transition from emergency government-led support to longer-term integration through normal local services, work, and community networks. By this point, the main resettlement structures created for the crisis were being wound down.
