Rwanda’s government and the Rwandan Patriotic Front (RPF) signed the Arusha Peace Agreement to end the civil war and create a power-sharing transition. The deal also led to a UN peacekeeping mission (UNAMIR) meant to help implement the agreement. The later collapse of this process shaped the violence and mass flight in 1994.
An aircraft carrying Rwanda’s President Juvénal Habyarimana and Burundi’s President Cyprien Ntaryamira crashed in Kigali. In the following days, extremist leaders and armed groups escalated mass killings that became the 1994 genocide, alongside renewed civil war. The crisis quickly pushed civilians to flee within Rwanda and across borders.
As violence spread, the UN Security Council voted to reduce UNAMIR from 2,558 personnel to 270. This decision sharply limited the mission’s ability to protect civilians during the peak of the killings. The reduced international presence became a major factor in how quickly the situation deteriorated.
The UN Security Council adopted Resolution 918, imposing an arms embargo on Rwanda and authorizing an expansion of UNAMIR to 5,500 troops. The goal was to improve security for civilians and support humanitarian relief. Deployment, however, took time while the genocide and displacement continued.
The UN Security Council adopted Resolution 929, authorizing a temporary multinational force for humanitarian purposes until the expanded UNAMIR could deploy. France led the intervention known as Operation Turquoise. The operation was controversial, but it became part of the context for population movements in southwestern Rwanda in late June and July 1994.
The RPF captured Kigali, a decisive turning point in the war. As the former government and associated forces retreated, large numbers of Hutu civilians and soldiers fled Rwanda to neighboring states, especially Zaire (now the Democratic Republic of the Congo). The fast-moving flight created one of the largest sudden refugee movements of the period.
In mid-July, hundreds of thousands of refugees crossed into North Kivu, Zaire, concentrating around Goma in large camps. Overcrowding, unsafe water, and poor sanitation helped drive explosive outbreaks of cholera and later dysentery, causing exceptionally high mortality in the first weeks. The health emergency became a defining feature of the 1994 refugee crisis in Zaire.
By late 1994, former Rwandan army elements and Interahamwe militia exercised strong influence in parts of the refugee camps in Zaire. This intimidation affected civilian safety inside the camps and complicated efforts to separate armed actors from refugees. The camps also became a regional security issue, not only a humanitarian one.
The UN Security Council adopted Resolution 955, establishing the International Criminal Tribunal for Rwanda (ICTR). The tribunal was created to prosecute genocide and other serious violations of international humanitarian law committed in 1994. This international justice effort influenced how neighboring states and aid agencies discussed accountability, including concerns about perpetrators among refugee populations.
Rwandan Patriotic Army forces opened fire at the Kibeho camp for internally displaced persons (IDPs) in southern Rwanda during a forced camp closure. Estimates of the death toll vary widely, reflecting contested accounts of what happened. The event underscored how displacement and security measures inside Rwanda remained volatile after the genocide and affected trust in return and reintegration.
In 1995, international discussions increasingly focused on returning refugees from Zaire to Rwanda, partly due to insecurity and intimidation in the camps. UN reporting noted Zaire hosting about 1 million Rwandan refugees and described planning around repatriation and camp security. These debates set the stage for the larger, crisis-driven returns that followed in 1996.
The Alliance of Democratic Forces for the Liberation of Congo (AFDL) formed as an anti-Mobutu coalition. Conflict in eastern Zaire was closely tied to the presence of large refugee camps and armed groups near the Rwanda border. The new alliance became a key actor in the attacks on camps and the collapse of the refugee camp system in late 1996.
AFDL and allied Rwandan forces attacked major refugee camps north of Goma, including Kibumba and Katale, using heavy weapons. Large numbers of refugees fled toward other camps such as Mugunga or moved into the surrounding region. The attacks helped transform a long-term camp situation into a fast-moving mass movement across a conflict zone.
As fighting made the camps untenable, a very large number of refugees crossed back into Rwanda in a short period. WHO reported that an estimated 500,000 returned between November 15 and 21, 1996, with most crossing in the first three days at the Gisenyi/Goma border area. This marked the dramatic turning point from mass exile to mass return for many camp residents.
By 1997, UN reporting described repatriation from the former Zaire as driven by conflict, more like an emergency escape than a planned return. It noted that thousands of refugees remained unaccounted for and may have died during months of flight and pursuit across Zaire. This outcome captured the lasting human cost of the 1994–1996 exodus and the violence surrounding the camps’ collapse.
