On January 10, 1978, journalist and opposition leader Pedro Joaquín Chamorro Cardenal was assassinated in Managua. His death intensified nationwide protests and helped broaden support for the anti-Somoza movement. This escalation set the stage for violence and displacement as conflict spread.
On July 17, 1979, Anastasio Somoza Debayle resigned and fled Nicaragua as the Sandinista-led insurrection advanced. Fighting and reprisals contributed to a large population exodus around the revolution’s end. Refuge and asylum seeking quickly became a regional issue, especially in neighboring countries.
On July 19, 1979, Sandinista forces entered Managua, marking the collapse of the Somoza regime. A provisional government (the Junta of National Reconstruction) assumed authority and began major reforms. Political realignment and insecurity in the region shaped early refugee flows, including departures to Costa Rica and Honduras.
During 1980, UNHCR supported assistance programs for returning Nicaraguan refugees and internally displaced people while also noting departures of several thousand Nicaraguans to nearby countries. This mix of return and new flight reflected how quickly the post-revolution situation became unstable. It also established UNHCR as a key actor in documenting and assisting displacement linked to the conflict.
By 1981, armed groups known as the Contras were conducting an insurgency against the Sandinista government, with substantial U.S. support. Fighting concentrated in border and rural areas, where civilians faced attacks, recruitment pressures, and disruption of farming and trade. These conditions pushed many families to flee internally or cross into Honduras and Costa Rica.
In early 1982, the Sandinista government evacuated multiple Indigenous communities along the Río Coco border area and relocated them to settlements such as Tasba Pri. Large numbers of Miskito and Sumu people fled to Honduras during this period, a major refugee movement tied to both state security policy and the expanding war. The episode became a defining displacement event on Nicaragua’s Atlantic Coast.
On November 4, 1984, Nicaragua held national elections in which Daniel Ortega and Sergio Ramírez won the presidency and vice presidency. They took office on January 10, 1985, and the National Assembly soon passed a broader amnesty law conditioned on laying down arms. The election and amnesty efforts aimed to stabilize governance during wartime, but fighting and displacement continued.
On May 1, 1985, the United States issued Executive Order 12513, prohibiting most trade and certain other transactions involving Nicaragua, effective May 7, 1985. The embargo increased economic strain during the war and contributed to shortages and instability. Economic hardship often interacts with conflict to increase migration, including flight to nearby Costa Rica and onward migration to the United States.
On June 27, 1986, the International Court of Justice issued its merits judgment in Nicaragua v. United States, finding the U.S. violated international law by supporting the Contras and by mining Nicaraguan harbors. The decision became a major diplomatic event in the conflict, even as the war continued on the ground. For displaced Nicaraguans, the ruling highlighted the international dimensions of a war driving their flight.
On November 3, 1986, a press report revealed secret U.S. dealings that became known as the Iran–Contra affair, including efforts that funneled support to the Contras. The scandal increased scrutiny of the war and influenced political debate about continued funding. Shifts in international and U.S. politics helped create space for later regional peace initiatives tied to refugee protection and return.
By the mid-1980s, UNHCR-assisted refugee counts for Miskito and Sumu in Honduras reached the tens of thousands, reflecting sustained conflict and insecurity on the border. Peaks were tied to the 1982 forced evacuations and continuing armed activity on the Atlantic Coast. Long-term camp life and cross-border movement became part of daily survival for many displaced Indigenous families.
On August 7, 1987, the presidents of Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua signed the Esquipulas II Accord in Guatemala City. The agreement set out steps for national reconciliation, ending support for irregular forces, and moving toward democratization and elections. It also explicitly included measures for refugees, reflecting how displacement had become central to ending the regional crisis.
On March 23, 1988, the Sandinista government and Contra representatives agreed to a 60-day ceasefire at Sapoá and began setting rules for rebel assembly zones. The truce was a major step toward de-escalation, even though later violence and political disputes persisted. For refugees and displaced communities, negotiations raised the possibility of safer return and reduced cross-border insecurity.
On February 25, 1990, opposition candidate Violeta Barrios de Chamorro won Nicaragua’s general election, defeating incumbent Daniel Ortega. The political transition (with Chamorro sworn in on April 25, 1990) helped open the way for demobilization of armed forces and a winding down of the Contra war. As the conflict ended, the refugee story shifted from emergency flight toward return, reintegration, and long-term diaspora settlement in countries such as Costa Rica and the United States.
