On 1979-12-24, Soviet forces entered Afghanistan, intensifying a conflict that drove large numbers of civilians to flee. Neighboring Pakistan and Iran became the main destinations because they were reachable over land and shared long borders with Afghanistan. This marks the start of a refugee crisis that would last for decades.
By early 1980, UNHCR reported rapidly rising numbers of Afghan refugees in Pakistan and increased funding for relief items like shelter and food. It also opened field sub-offices in Peshawar and Quetta to manage the growing operation. These steps reflected how quickly displacement was outpacing normal humanitarian planning.
By the end of 1981, Afghans were widely recognized as the largest refugee population in the world. The scale was driven by sustained fighting, rural destruction, and fear of violence, pushing families across borders for safety. This global milestone helped keep Afghanistan high on international humanitarian agendas.
On 1988-04-14, the Geneva Accords were signed, creating a diplomatic framework for Soviet withdrawal and addressing cross-border issues, including a mechanism linked to the voluntary return of Afghan refugees. The agreement raised expectations that repatriation could begin if security improved. In practice, many refugees waited, unsure whether Afghanistan would stabilize.
By the late 1980s, research and reporting described a large, long-term Afghan refugee population in Pakistan, supported by extensive camp and aid systems. Many refugees began building semi-permanent lives through work, schooling, and community networks, even while hoping to return. The longer the war continued, the more “temporary” displacement started to look permanent.
On 1989-02-15, the last Soviet troops left Afghanistan, formally ending the withdrawal that began in 1988. While this removed a major driver of displacement, it did not end violence inside Afghanistan. Many refugees stayed in Pakistan and Iran because they feared renewed fighting and lacked safe conditions for return.
In April 1992, the Soviet-backed government collapsed and power shifted among armed factions. The resulting instability and fighting triggered additional waves of displacement, including cross-border refugee movement and large internal displacement. For many families, the prospect of return became even more uncertain than during the Soviet withdrawal period.
By 1997, UNHCR reported that Afghans were still its largest single refugee caseload for many consecutive years, with millions remaining in Iran, Pakistan, and nearby countries. This highlighted a shift from emergency relief to a “protracted” refugee situation—long-term displacement without a quick political solution. Funding strains also grew as donor attention moved elsewhere.
By late 1998, Iran cited economic and social pressures as it moved away from an open-door policy for Afghans. UNHCR later reported increased returns, many under pressure, prompting a 2000 agreement aimed at organizing repatriation and limiting forced deportations. This reflected growing host-country fatigue after nearly two decades of hosting large Afghan populations.
In early 2000, UNHCR and Iran agreed on a process to better organize the return of Afghans and reduce the risks of unsafe deportations. The agreement was set to come into force in April 2000 and included registration and screening steps. It signaled a policy turn toward managed return rather than long-term settlement.
On 2001-10-07, the U.S.-led coalition began major military operations in Afghanistan. The fighting produced new displacement, including movement toward the Pakistan border and the creation of “new” refugee camps intended for emergency shelter. At the same time, the later collapse of Taliban rule would soon change return calculations for many refugees.
On 2002-03-01, UNHCR and Afghan authorities launched a large voluntary repatriation initiative, starting with returns from Pakistan. Within months, UNHCR reported returns far above initial expectations, reflecting both hope after Taliban rule ended and strong pressure to rebuild lives inside Afghanistan. This marked a major shift from long-term hosting toward large-scale return operations.
By mid-July 2002, UNHCR reported that more than 1.2 million Afghans had returned from Pakistan since the repatriation program began on 2002-03-01. The pace forced UNHCR to adjust planning and reallocate resources inside Afghanistan. Although many returns were voluntary, the speed also showed how quickly refugee decisions can change when politics and security shift.
