Nationwide protests in Syria began in March 2011 and were met with escalating violence. As fighting spread, Syrians started fleeing across borders to nearby countries, beginning a crisis that would grow for more than a decade. These early departures set the pattern of large-scale regional hosting that followed.
Jordan opened Za’atari refugee camp near the Syrian border in 2012 as arrivals surged. The camp became one of the best-known symbols of the crisis, reflecting how a short-term emergency was turning into long-term displacement. Over time, it developed into a large settlement with services such as schools and clinics.
By March 2013, UNHCR reported that the number of Syrians registered as refugees (or being assisted as such) reached one million. This milestone showed the conflict was producing displacement at extraordinary speed. It also signaled rising pressure on host countries’ housing, jobs, schools, and health systems.
In September 2013, UNHCR announced that registered Syrian refugees had surpassed two million. The growth highlighted how quickly the war was pushing civilians out of the country. Neighboring states and aid agencies faced a widening gap between needs and available funding.
On 29 August 2014, UNHCR reported that the number of Syrian refugees had passed three million. The announcement emphasized that most refugees remained in the region, especially in Lebanon, Jordan, and Türkiye. It also underscored the increasing vulnerability of families who had exhausted savings after repeated moves.
In July 2015, UNHCR announced the number of Syrian refugees in neighboring countries had exceeded four million. UNHCR warned that the crisis had become the world’s largest refugee situation from a single conflict in decades under its mandate. The scale of displacement increasingly shaped regional politics and humanitarian planning.
On 2 September 2015, three-year-old Syrian refugee Alan Kurdi drowned during a failed sea crossing from Türkiye toward Greece, and images of his body spread worldwide. The event focused public attention on the dangers refugees faced and intensified debate over Europe’s response. It became a widely recognized turning point in how the crisis was discussed internationally.
By late December 2015, UNHCR and IOM estimated about one million refugees and migrants had reached Europe in 2015, mostly via dangerous Mediterranean routes. UNHCR reported that roughly half of those crossing by sea that year were Syrians. The surge pushed European governments to expand emergency measures and negotiate new migration controls.
On 18 March 2016, the European Council published the EU–Türkiye statement aimed at reducing irregular migration from Türkiye to Greek islands. The plan included returning new irregular arrivals from the Greek islands to Türkiye starting 20 March 2016, while emphasizing individual asylum processing. This agreement became a major policy turning point affecting routes, asylum procedures, and humanitarian conditions in Greece and Türkiye.
UNHCR’s Global Trends data for the end of 2022 reported that Syrians remained the largest refugee population worldwide, at about 6.5 million. The same reporting highlighted that millions also remained internally displaced inside Syria. This showed that, even after years, the crisis had not shifted into a broad, durable return phase.
UNHCR reported that the fall of the Assad government on 8 December 2024 created new momentum for returns, with many Syrians reassessing whether to go home. Early 2025 reporting described rapidly rising cross-border returns from neighboring host countries. At the same time, UNHCR stressed that safety, housing, services, and livelihoods would determine whether returns were sustainable.
In its Global Trends reporting covering end-2024 conditions, UNHCR described Syria as still heavily displaced, with millions of refugees and internally displaced people. The report framed the crisis as unresolved but potentially entering a new phase if conditions changed. It also reiterated UNHCR’s position that returns should be voluntary and safe, not forced.
By early 2025, UNHCR described scaling up return-related activities in major host countries to respond to growing demand for voluntary repatriation (return to the country of origin). The update reported substantial numbers of returns since 8 December 2024, including from Jordan and Türkiye, and described assistance such as counseling, transport support, and cash help. This reflects the crisis entering a new phase focused on return logistics and reintegration challenges rather than only emergency shelter abroad.
UNHCR’s Mid-Year Trends reporting stated that at least 526,100 Syrians returned from abroad during the first half of 2025, and that returns continued to accelerate afterward. The same update noted that the global count of Syrian refugees and asylum-seekers declined to about 5.6 million at mid-2025. This marked a significant shift from the long period dominated by outward movement and prolonged exile.
