On the same day, Slovenia and Croatia declared independence from Yugoslavia. Fighting soon followed, and early population movements began as people fled areas where control and security were uncertain. These events set the stage for larger refugee flows as the breakup of Yugoslavia turned violent.
The UN Security Council adopted Resolution 713, imposing an arms embargo on Yugoslavia as fighting escalated. While not a refugee policy, it marked early, high-level international engagement with the conflict. The war’s spread and militarization contributed to rising displacement in the months that followed.
The siege and fall of Vukovar became one of the most destructive episodes of the 1991 war in Croatia. Civilians fled bombardment and reprisals, and many were displaced inside Croatia or became refugees in neighboring areas. The fighting helped turn the conflict into a sustained humanitarian crisis.
The UN Security Council established the United Nations Protection Force (UNPROFOR) to help implement cease-fire arrangements and stabilize parts of Croatia. The mission later expanded as the Bosnia war intensified. Its presence shaped access routes for aid and influenced where displaced people could or could not return safely.
After Bosnia and Herzegovina declared independence, war broke out and “ethnic cleansing” (forced removal of civilians based on identity) spread in multiple regions. Many people fled shelling, checkpoints, detention, and targeted violence. The scale of displacement rapidly became one of Europe’s largest crises since World War II.
UNHCR coordinated a major humanitarian airlift into besieged Sarajevo, delivering food, medicine, and other essentials while the city was under attack. The airlift became a lifeline for civilians and a central logistical operation of the refugee response. It also illustrated how displacement and siege warfare made normal supply routes impossible.
At a Geneva meeting on the humanitarian crisis in the former Yugoslavia, states and agencies discussed emergency protection for people fleeing war. UNHCR promoted “temporary protection,” a rapid way to admit people to safety without immediate, full asylum procedures. This approach shaped how several European countries hosted refugees from the wars.
By 1992–1993, Croatia was hosting hundreds of thousands of refugees and also had many internally displaced persons (IDPs) from its own war zones. This dual burden strained housing, services, and local communities, while also tying Croatia’s domestic stability to events in Bosnia. The situation shows how the Yugoslav Wars created cross-border displacement that affected multiple states at once.
The UN Security Council adopted Resolution 819, calling for Srebrenica and its surroundings to be treated as a “safe area” free of armed attack. The decision was intended to protect civilians trapped in an enclave and to support humanitarian access. In practice, protecting displaced civilians in “safe areas” proved extremely difficult without sufficient enforcement capacity.
UNHCR estimated that nearly 3.8 million people in the former Yugoslavia were refugees, displaced persons, or otherwise war-affected, with the largest share in Bosnia and Herzegovina. The report highlights how displacement was not a side effect but a central feature of the conflict. These figures shaped humanitarian planning and funding priorities across the region.
Bosnian Serb forces captured Srebrenica, triggering a sudden flight of civilians seeking protection. Many women, children, and elderly people gathered near the UN base at Potočari, while others tried to escape toward Tuzla through dangerous routes. The events became a symbol of failed protection and produced new waves of displacement in eastern Bosnia.
Croatia’s Operation Storm defeated the self-proclaimed Serb-held authorities in the Krajina region. During and after the offensive, a large portion of the local Serb population fled toward Serbia and Bosnia and Herzegovina, creating a major new refugee movement. This flight reshaped the displacement map just as the Bosnian war was moving toward its end.
The Erdut Agreement set a framework for the peaceful resolution of the remaining Serb-controlled area in eastern Croatia (Eastern Slavonia, Baranja, and Western Sirmium). It reduced the risk of renewed fighting and created conditions for gradual returns and property arrangements under international supervision. This agreement signaled a shift from battlefield outcomes to negotiated management of displacement.
The Dayton Peace Agreement ended the Bosnian war and included Annex 7, which affirmed refugees’ and displaced persons’ right to return to their homes of origin. It also addressed restoration of property or compensation when property could not be restored. This legal framework became the cornerstone for post-war return programs, even though implementation proved slow and contested.
After the 1991–1995 wars, millions had been uprooted across the former Yugoslavia, and return became a long-term political and humanitarian challenge. UNHCR later reported major progress in Bosnia, including large-scale returns, while emphasizing that return was uneven and often depended on security and property rights. The refugee movements of 1991–1995 thus continued to shape reconstruction, minority rights, and regional stability for years after the fighting stopped.
