After the democratic revolutions of 1848 failed in many German states, thousands of political refugees (often called Forty-Eighters) left for the United States. German immigrant Margarethe Meyer Schurz established what is widely recognized as the first kindergarten in the United States in 1856 in Watertown, Wisconsin. The school reflected German educational ideas and shows how migration also carried cultural and social innovations, not only labor and settlement.
The Homestead Act of 1862 offered federal land to eligible settlers who would live on and improve it. This policy strengthened the "pull" factors for European migrants, including Germans, by making family farming in the American West and Plains more attainable.
The U.S. Civil War disrupted migration flows, but German immigration increased again in the later 1860s. Renewed economic opportunities and expanding transportation networks helped restart large-scale movement, with Germans often forming the largest share of arrivals in some years.
By the time of the 1870 U.S. census, the German-born population counted in the United States was about 1.69 million. This marks a clear outcome of the 1820–1870 wave: Germans had become one of the largest foreign-born groups, with durable communities shaping politics, churches, schools, and local economies.
