Germany’s surrender in May 1945 ended major fighting in Europe but left millions of people away from home, including former forced laborers, camp survivors, and civilians fleeing new borders and fighting. This huge displaced population became a central postwar problem and set the stage for large-scale migration from Europe to the Americas.
In August 1945, Allied leaders meeting at Potsdam agreed that transfers of German populations from Poland, Czechoslovakia, and Hungary should be carried out in an “orderly and humane” manner. The decision reflected how border changes and collective punishment policies drove forced movement and reshaped who could return home—feeding refugee and migration pressures in the late 1940s.
On December 15, 1946, the United Nations adopted the constitution of the International Refugee Organization (IRO). The IRO was designed to take on refugee and displaced-person work at international scale, including organizing care, screening, and resettlement—key building blocks for migration to countries such as the United States, Canada, and several Latin American states.
While governments ratified the IRO treaty, an interim Preparatory Commission began operating in early 1947 to handle urgent refugee tasks. This bridging structure helped move postwar refugee administration from ad hoc military systems toward organized international resettlement pathways, including emigration programs to the Americas.
In 1947, Canada publicly stated it would prioritize family reunification and also assist in resettling displaced persons and refugees, while selecting people it believed could find work and integrate. This stance helped open a major route from Europe to North America and became part of a wider postwar shift toward managed humanitarian admissions.
On June 25, 1948, the United States enacted the Displaced Persons Act, creating a special legal channel for admitting European displaced persons outside the regular national-origins quotas. The law connected humanitarian relief with Cold War-era politics and became a central driver of postwar European migration to the United States.
On August 20, 1948, the IRO constitution entered into force after enough states ratified it, formally creating a UN-linked agency to manage refugee solutions. The IRO’s work—screening, transport, and placement—supported a major wave of postwar movement from Europe to destinations including the United States, Canada, and parts of Latin America.
In 1949, the UN established the UN Relief and Works Agency (UNRWA) to provide relief and services to refugees from the 1948 Arab–Israeli conflict. This decision mattered for postwar migration governance because it carved out a separate UN agency for one refugee population, while other refugee groups would increasingly fall under broader international systems led by UNHCR after 1950.
On December 14, 1950, the UN created the Office of the United Nations High Commissioner for Refugees (UNHCR). UNHCR was intended to take over refugee protection as the IRO wound down, shifting the international system from a time-limited postwar resettlement agency toward an ongoing global refugee institution.
On July 28, 1951, states adopted the Convention Relating to the Status of Refugees, which defined who counts as a refugee and set standards for treatment and rights. Although it was initially framed around postwar European displacement, it helped turn the immediate post-1945 emergency into a lasting legal framework that shaped later admissions and asylum practice in the Americas.
Between 1947 and 1952, Canada admitted about 250,000 displaced persons from Central and Eastern Europe, many fleeing the combined legacy of Nazism, wartime upheaval, and postwar Communist rule. This became one of Canada’s most significant postwar migration episodes and helped define how North American countries used state-led selection and employment placement in refugee admissions.
In 1952, the IRO ended operations, reflecting that much of the urgent post–World War II resettlement work had been carried out, though “residual” refugee problems remained. The closure marked a transition: large, organized movements from Europe to the Americas continued, but responsibility shifted toward UNHCR and national immigration systems rather than a dedicated postwar agency.
On April 22, 1954, the 1951 Refugee Convention entered into force, giving the treaty binding legal effect for states that ratified it. This milestone mattered for the postwar European migration story because it helped lock in rules and expectations—like international protection and rights standards—after the main 1945–1960 movement period had already reshaped populations across the Americas.
