By the 1870s, screw-propelled steamships were increasingly replacing sail on major Atlantic routes. Faster, more regular crossings helped build reliable travel networks linking European ports with North America, including large-scale migrant travel in third class (often called “steerage”).
White Star Line’s Oceanic was launched in 1870 and began transatlantic service in 1871 on the Liverpool–New York route. Its design reflected an emerging business model: large passenger capacity and scheduled crossings that could carry both affluent travelers and many migrants in lower classes.
Cunard’s Servia was launched in 1881 and is widely noted as an early large ocean liner built of steel rather than iron. New materials and onboard systems, including electric lighting, supported bigger ships and helped shift transatlantic travel toward higher capacity and improved comfort.
In January 1891, HAPAG’s Augusta Victoria sailed on what the company describes as the first organized “pleasure voyage” (cruise) of its kind. This showed how passenger steamship lines could use their ships not only for transport but also for leisure travel, expanding the business beyond migration flows.
The U.S. Immigration Station on Ellis Island formally opened on January 1, 1892. Steamship travel networks brought large numbers of migrants to New York Harbor, and federal processing at Ellis Island became a central part of the immigration system that shipping companies had to plan for.
In the early 1900s, financiers and shipowners tried to reduce competition by consolidating major lines into large corporate groups. J. P. Morgan-backed International Mercantile Marine was incorporated in 1902–1904 (sources vary by definition), reflecting the high stakes of passenger-and-mail routes across the Atlantic.
RMS Titanic sank in the North Atlantic in April 1912, revealing major gaps in lifeboat capacity, radio practice, and emergency procedures. The disaster pushed governments and shipping firms to treat transatlantic passenger safety as an international policy problem, not just a company issue.
Delegates met in London from late 1913 to January 1914 and signed the first International Convention for the Safety of Life at Sea (SOLAS) on January 20, 1914. It set expectations for lifeboats, radio watches, and route and ice-warning practices, shaping how passenger steamship networks operated.
When World War I began in 1914, many transatlantic passenger ships were withdrawn from normal service, requisitioned, or kept in port. The war shifted ships and crews toward military transport and reduced civilian migration travel, breaking the prewar rhythm of scheduled crossings.
The U.S. Immigration Act of 1917 became law on February 5, 1917, adding a literacy test and expanding categories of excluded immigrants, including the “Asiatic Barred Zone.” These rules affected transatlantic travel because steamship companies had to screen passengers more carefully to avoid carrying people who would be denied entry.
On May 19, 1921, the Emergency Quota Act set the first broad numerical limits on immigration using country-by-country quotas. This sharply changed the passenger business of transatlantic steamship lines because fewer immigrant tickets could be sold and travel demand shifted toward other passenger types.
The Immigration Act of 1924 (Johnson–Reed Act) was signed on May 24, 1924 and took effect in 1924, tightening quota rules and creating a stronger “consular control” system requiring visas issued abroad. By making legal entry more quota- and paperwork-driven, it reduced mass transatlantic migrant flows that had supported many passenger steamship routes.
The French liner Normandie began its maiden voyage on May 29, 1935, representing a peak of interwar investment in speed, size, and onboard design. In an era of reduced migrant traffic due to quotas and the Great Depression, prestige liners competed for higher-fare travelers and national pride on Atlantic routes.
RMS Queen Mary sailed on its maiden voyage on May 27, 1936, becoming a major rival in the North Atlantic passenger trade. By the late 1930s, political crisis and then the outbreak of war in 1939 increasingly turned passenger travel networks toward evacuation, troop transport, and wartime control—closing the classic 1870–1939 passenger steamship era.
