Twelve countries signed the Antarctic Treaty, creating a new model for governing an entire continent through cooperation. The agreement set Antarctica aside for peaceful purposes and scientific research, while putting territorial disputes into a “status quo” position so they would not drive conflict.
After ratification, the Antarctic Treaty became legally binding on its original parties. This made key rules—peaceful use, freedom of scientific investigation, and rights of inspection—an operating system for day-to-day activity south of 60°S.
The Antarctic Treaty parties adopted the Agreed Measures for the Conservation of Antarctic Fauna and Flora at a consultative meeting in Brussels. This was an early step toward environmental rules, focused on protecting native animals and plants and managing human impacts on land.
Governments concluded the Convention for the Conservation of Antarctic Seals (CCAS) after concerns about sealing and ecosystem balance. The agreement aimed to prevent over-harvesting and to support scientific study and “rational use” of seal populations.
CCAS became legally effective, giving the Antarctic Treaty System a binding tool to control sealing activities. Its entry into force helped show that the treaty system could expand from broad peace-and-science rules into targeted wildlife conservation.
The Convention on the Conservation of Antarctic Marine Living Resources (CCAMLR) was negotiated in response to rising fishing pressure and interest in krill. It extended Antarctic governance from the continent to the surrounding marine ecosystem, focusing on conservation and sustainable use.
CCAMLR became legally binding, creating a commission and scientific processes to guide fisheries decisions. This was a major shift toward ecosystem-based management—protecting not just targeted species, but also the wider food web they depend on.
Although adopted in 1964, the Agreed Measures became effective much later after required approvals were completed. Their delayed entry into force highlighted how difficult it could be to turn consultative decisions into fully binding environmental practice.
Consultative Parties adopted the Convention on the Regulation of Antarctic Mineral Resource Activities (CRAMRA) in Wellington to create a framework for possible future mining. The effort drew heavy controversy, especially over environmental risk and who would control decisions.
Countries signed the Protocol on Environmental Protection to the Antarctic Treaty in Madrid, shifting the system toward comprehensive environmental management. The Protocol set core principles for all activities and prohibited mineral resource activities (other than scientific research).
The Committee for Environmental Protection (CEP), created by the Environmental Protocol, first met to advise parties on implementing the Protocol. By meeting regularly alongside treaty consultations, the CEP helped turn broad environmental commitments into shared guidelines and recommendations.
The Environmental Protocol became binding, bringing key annexes into operation, including environmental impact assessment and waste rules. This marked a practical turning point: environmental review and protection became central requirements for government programs and many non-government activities.
Annex V of the Environmental Protocol became effective, strengthening rules for protected areas and area management. This supported clearer planning for “Antarctic Specially Protected Areas” and “Antarctic Specially Managed Areas,” tools used to reduce conflict between science, logistics, and tourism.
Parties adopted Annex VI on Liability Arising from Environmental Emergencies at the Stockholm consultative meeting. It set expectations that operators (including tourism and national programs) plan for emergencies and take response action, with cost liability if they fail to respond.
Although adopted in 2005, Annex VI has not entered into force because it still requires approval by all consultative parties that participated in its adoption. This illustrates a continuing challenge in Antarctic governance: negotiating new rules can be faster than completing the final legal steps needed to activate them.
The parties withdrew the 1964 Agreed Measures because later instruments—especially the Environmental Protocol and its annexes—had replaced their functions. This decision signaled a mature treaty system: older conservation tools were retired as newer, broader environmental rules became the main framework.
