A paper described serving data for a “SCAR Southern Ocean Observing System (SOOS)” using SeaDataNet infrastructure. This early work highlighted that observing is not only about collecting measurements at sea, but also about standardizing and distributing them for broader scientific use.
SOOS was officially launched as a joint international initiative of the Scientific Committee on Antarctic Research (SCAR) and the Scientific Committee on Oceanic Research (SCOR). Its purpose is to coordinate and strengthen observing and data delivery in the chronically under-sampled Southern Ocean.

The plan emphasized both field capabilities and “how data move” from collection to usable products.
SOOSmap was launched as an interactive web portal to help users discover and access curated, standardized Southern Ocean observation datasets across platforms and disciplines. This was a practical step toward SOOS’s goal of making observations easier to find and use, not just collect.
SOOS summarized activities from January 2016 through December 2020 in a five-year report, documenting growth in community coordination, products, and events. Periodic reporting helped demonstrate what changed on the ground—more connected efforts, clearer priorities, and stronger data pathways.
SOOS released its 2021–2025 Science and Implementation Plan, identifying key gaps in the observing network and setting priorities for what measurements and supporting systems are most needed. The plan provided a shared roadmap for international partners to align investments and field work with common science themes.
SOOS introduced an updated SOOSmap with redesigned data-management architecture and user interface to improve speed and data exploration. This marked a shift from simply hosting a portal to continuously upgrading the cyberinfrastructure that supports sustained observing and broad data reuse.
SOOS held its inaugural symposium, “Southern Ocean in a Changing World,” in Hobart, bringing together researchers working on observations, data systems, and new technology. Meetings like this support SOOS’s role as a hub by connecting programs, sharing methods, and identifying opportunities to fill observing gaps.
SOOS reported that its Metadata Portal increased the number of discoverable datasets and tracked growing usage, reflecting continued investment in data discovery tools. Improving metadata (standard descriptions of datasets) helps researchers find relevant observations and supports more reliable synthesis across programs.
A 2025 journal article described SOOSmap as a gateway for Antarctic and Southern Ocean data discovery, documenting the portal’s approach and value to the observing community. Publishing the system in the scientific literature helped formalize it as part of the modern observing network, with clearer methods and expectations for use.
By 2026, SOOS’s published 2021–2025 plan still defines the system’s stated priorities and objectives for coordinating observing and data delivery across the Southern Ocean. This provides a clear “current state” outcome: SOOS operates as an international coordinating hub with an active project office, working groups, and evolving data tools, while planning for the next cycle beyond 2025.
