Congress established a federal survey under the Department of the Interior to map and study Nebraska, newly admitted as a state. Ferdinand V. Hayden led the work, which combined geology with broader geographic description. This law created the organizational base that soon expanded into a wider survey of western territories.
After the first season, Congress continued funding and broadened the work from Nebraska into neighboring territories along the Rocky Mountains. This shift turned Hayden’s effort from a single-state project into an ongoing federal program for the West. The expanding scope also increased the need for consistent mapping, specimen collection, and annual reporting.
Hayden launched the 1871 field season that became the best-known expedition of his program, traveling into the Yellowstone region of northwestern Wyoming Territory. The party documented geysers, hot springs, canyons, and mountains with systematic notes and samples. Their fieldwork also included visual documentation that could be shown to lawmakers back in Washington, D.C.
During the 1871 expedition, photographer William Henry Jackson and artist Thomas Moran recorded Yellowstone’s landscapes. Their images made the area’s features understandable to people who would never travel there. This documentation became a practical tool for communicating scientific findings and arguing for protection of the region.
After months in the field, the expedition closed in early October 1871. The team’s notes, specimens, and images were organized for formal reporting and wider distribution. This marked the transition from exploration to publication and policy advocacy.
Using Hayden’s scientific report and the expedition’s photographs and artwork, supporters argued that Yellowstone should be protected from private development. Congress passed the law creating Yellowstone as the first U.S. national park, and President Ulysses S. Grant signed it on March 1, 1872. The decision showed how federal surveys could influence major land policy.
Hayden’s Sixth Annual Report documented survey progress across parts of Montana, Idaho, Wyoming, and Utah for the 1872 season. These annual volumes helped standardize how federal science was shared: methods, observations, and regional descriptions were preserved in a consistent format. The publications also strengthened the survey’s credibility with Congress and the public.
An appropriation of $75,000 supported a more systematic program focused on Colorado. Hayden’s teams divided the work into districts and built improved base maps because existing maps were inadequate in mountainous areas. This phase helped shift federal surveys toward more detailed and coordinated mapping, not just route-based exploration.
By the mid-1870s, multiple federal surveys were operating in the West, including civilian surveys in the Interior Department and military mapping efforts in the War Department. USGS historical accounts describe congressional discussion over efficiency and whether mapping should be civilian or military. The result was continued support for multiple surveys—but also rising pressure to coordinate and reduce duplication.
The Hayden Survey produced a large atlas for Colorado and nearby areas, compiled from several years of fieldwork and triangulation (a surveying method that fixes locations by measuring angles between known points). The atlas provided detailed maps useful for understanding terrain, geology, and resources. It became one of the survey’s most visible mapping products and a model for later government cartography.
A detailed geological map of Yellowstone National Park was published under the Survey of the Territories, with Hayden credited. Mapping Yellowstone’s rock types and structures supported both scientific interpretation and practical management of the new park. It also showed the survey’s continuing role after the park’s creation: documenting and explaining the landscape in usable formats.
In June 1878, Congress asked the National Academy of Sciences for a plan to survey the territories more efficiently, and the recommendation helped drive consolidation. On March 3, 1879, Congress established the U.S. Geological Survey (USGS), merging the major western survey efforts, including Hayden’s. This reorganization marked a clear endpoint for the Hayden Survey era and shifted federal earth-science work into a single, permanent agency.
