In August 1936, the German Army began constructing a new rocket development and test site at Peenemünde on the Baltic coast. The location offered more space and secrecy than earlier work near Berlin, and it allowed longer-range test flights over water. This marked the start of Peenemünde’s rapid growth into a central institution for military rocketry.
In spring 1937, the Army moved most of its rocket development personnel from Kummersdorf to the new Peenemünde facility, bringing the core engineering team with it. This transfer helped Peenemünde become the program’s main research and testing hub. Organizationally, it concentrated people, equipment, and leadership in one controlled military area.
By 1938, Peenemünde’s facilities expanded beyond the Army’s main area (often described as “Werk Ost”) to include additional installations (including “Werk West”) tied to air force-related testing and support. This broadened the site’s institutional footprint and increased its staffing and infrastructure. The expansion reflected growing state investment in long-range weapons research.
In November 1938, senior Army leadership ordered construction of an A-4 (later V-2) production plant at Peenemünde. This step signaled a shift from small-scale experimentation toward planning for larger-scale manufacturing. It also increased the site’s administrative complexity by adding industrial planning to research and testing.
On October 3, 1942, Peenemünde achieved its first successful A-4 test flight. The launch demonstrated that a large liquid-fueled ballistic rocket could work in practice, strengthening internal support for continued funding and expansion. This success helped push the organization from development testing toward accelerated production planning.
After the October 1942 test successes, Adolf Hitler ordered mass production of the A-4 rocket on November 22, 1942. This decision intensified pressure on Peenemünde to move beyond prototypes and deliver a usable weapon. It also increased the program’s dependence on broader wartime industrial systems and centralized oversight.
In December 1942, Armaments Minister Albert Speer established the Special Committee A-4 to speed up the rocket’s transition into production. The committee structure reflected a more centralized wartime management style, linking Peenemünde’s engineers with procurement and manufacturing decision-making. This created tighter scheduling and reporting demands on the research center.
On the night of August 17–18, 1943, the Royal Air Force bombed Peenemünde in Operation Hydra, targeting research, production, and personnel areas. The raid damaged facilities and killed workers, and it forced the program to rethink how exposed the site was to air attack. Organizationally, it accelerated plans to disperse work and shift key functions away from the coast.
In September 1943, the Mittelwerk company was founded to support underground manufacturing, helping move rocket assembly away from vulnerable surface plants. This change linked the rocket program to the Mittelbau-Dora concentration camp system, where forced labor was used in production. The shift represented a major organizational reconfiguration: Peenemünde increasingly focused on development and testing while mass production was relocated.
In early September 1944, the A-4 rocket entered combat service, including strikes against Paris on September 6, 1944. This marked the program’s transition from testing and training to operational deployment. It also highlighted the growing separation between development institutions and front-line units using the weapon.
On September 8, 1944, German forces launched V-2 rockets from the Netherlands toward London, beginning sustained rocket attacks on Britain. The launch sites and mobile firing units reflected an operational model designed to reduce detection and survive Allied advances. The attacks underscored how Peenemünde’s earlier research had become a battlefield capability.
Peenemünde continued some testing after production moved elsewhere, but the last V-2 launch from Peenemünde occurred in February 1945. By this stage, the center’s role had narrowed under wartime pressure, with many activities dispersed or relocated. The end of launches signaled the collapse of Peenemünde’s ability to operate as a functioning test institution.
On May 5, 1945, Soviet forces captured the Peenemünde area on Usedom Island. By then, much of the facility had been damaged or deliberately destroyed, limiting what could be immediately used or studied. The capture ended Peenemünde’s organizational existence as a German Army research center in the war.
